SOURCES SOUGHT NOTICE: The Department of Veterans Affairs, Network Contracting Office 4 (NCO 04), is conducting a market survey to identify potential sources to provide Laboratory Instrument Calibrations for the Pittsburgh VA Healthcare System (PVAHCS)-University Drive, Pittsburgh, PA 15240.
This notice is issued for informational planning purposes only and is not a request for quote or announcement of a solicitation. Submitting information for this notice is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. No solicitation is available at this time. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
The purpose of this market research is to identify capable sources that are both experienced and qualified to perform calibrations in accordance with statement of work.
The North American Industry Classification System Code (NAICS) is 811210 Electronic and Precision Equipment Repair and Maintenance, and the small business size standard is $37 million for this type of effort.
Vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov and shall complete electronic annual representations and certifications in SAM prior to award of contract. STATEMENT OF WORK
Pittsburgh VA Healthcare System Laboratory Equipment Calibrations
           1. Background.
Calibrations are the processes of configuring an instrument to provide a result for a sample within an acceptable range. The purpose of a calibration is to assure precise measurements. The benefits of calibration include increased profitability, safety, and innovation as well as improved compliance with environmental and other regulations. Calibrations provide precise measurements critical to the comfort, quality, and safety of products used in the laboratory that are relied upon daily.
2. Scope.
This contract includes all the costs associated with performing calibrations of a weight set, tachometers, digital thermometer certification, and stopwatch calibration, and return shipping of these items when they are finished being calibration to be sent back to the VA Pittsburgh Health System. This contract is specifically for the use of the Pittsburgh VA Medical Center laboratory.
3. Specific Tasks.
This contract is required to provide pricing for all calibrations necessary for the 16 piece weight set (10mg-50 g), tachometer calibration, digital thermometer certification, stopwatch calibration, and return shipping must be included.

4. Performance Monitoring
It will be the responsibility of the Pittsburgh VA Medical center Quality Manager and Safety Officer/designee to monitor all performance issues with the vendor. Timely delivery of calibration and return of items post calibration to the VA Pittsburgh Health System.
5. Security Requirements
In accordance with VA policy, contractors storage, generation, transmission or exchanging of VA sensitive information is not required.
6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
No GFE or GFI will be needed in any capacity.
7. Other Pertinent Information or Special Considerations.
The items sent will be calibrated by vendor.
Calibrations will be done in a timely manner.
All items sent will be returned calibrated by the vendor to the VA Pittsburgh Health System.
8. Period of Performance
This is a one-time service of calibration of the16 piece weight set (10mg-50 g), tachometer calibration, digital thermometer certification, and stopwatch calibration.
9. Delivery Schedule.
The16 piece weight set (10mg-50 g), tachometer calibration, digital thermometer certification, and stopwatch calibration will be returned to the VA Pittsburgh Health System within 30 days.
