Description
The purpose of this market survey is to solicit interest from interested sources as the FAA may require 49,050 square feet of single use space in one building at the Atlantic City Airport, New Jersey (ACY) as follows: 43,250 square feet of aircraft hangar space; 3,700 square feet of ANSI/BOMA office space; and 2,100 square feet of ANSI/BOMA storage space (to be added to the hangar floor). The office and storage space must be contiguous. The hangar requirement is based on the need for single use enclosed space in one building to accommodate multiple aircraft, personnel, parts and supplies. The purpose of providing the DRAFT Solicitation for Offer (DRAFT SFO) is to assess interest in this possible FAA Lease Requirement for Hangar, Storage and Office Space at the Atlantic City Airport, Egg Harbor, NJ. This RFI requests a Rough Order of Magnitude (ROM) cost estimate to ensure that the FAA has estimated properly under varying terms. The ROM should estimate annual rent and any one-time charges or fees. The FAA will consider information received in response to this RFI to determine whether to solicit a competitive lease for any portion of the requirement.
The anticipated period of performance for this requirement may be up to six (6) years with Government termination rights, in whole or in part, by providing not less than one hundred eighty (180) days prior written notice and four (4) one-year options, with Government termination rights, in whole or in part, by providing not less than 180 days prior written notice. Alternatively, the period of performance for this requirement may be a one (1) year firm term or a five (5) year firm term lease.
The suggested North American Industry Classification System Code assigned for this requirement is 532411, Commercial Air, Rail and Water Transportation Equipment Rental and Leasing with a size standard of $45.5M.
This market survey is being conducted in accordance with FAA Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis. THIS IS NOT A SOLICITATION FOR OFFOR (SFO). The FAA is not seeking or accepting unsolicited proposals. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY and is not to be construed as a commitment by the FAA, implied or otherwise, to issue a SFO or award a lease nor does the FAA intend to pay for any information submitted as a result of this market survey. The acquisition strategy for this possible FAA Lease has not been determined. Any costs associated with response to this RFI is solely the responsibility of the interested source. Interested sources are encouraged to respond if they have the capability.
Interested companies should review the draft documents and submit questions/comments no later than September 25, 2023. FAA responses to comments and questions will be posted on SAM.gov.Submittal Requirements for Market Survey:
Interested companies are required to submit the following no later than September 25, 2023.
(a) Capability Statement – Submit a summary of your firm’s capability in meeting the FAA’s requirement as described in the attached Draft SFO and Draft Lease. Please include:
(1) evidence of ownership or control of the property;
(2) evidence of signatory authority of the parties who will sign the lease;
(3) evidence of ability to operate a hangar and any associated ancillary services;
(4) any additional information to assist the FAA in planning the acquisition strategy;
(5) if your firm cannot demonstrate capability in meeting any task area, provide a plan for doing so; and
(6) the capability statement should not exceed five (5) pages in length.
(b) Rough Order of Magnitude (ROM) cost estimate – Submit an estimate of the annual rent and any one-time charges or fees to meet the FAA’s requirement as described in the attached Draft SFO and Draft Lease.
