Capability Statement Instructions
The U.S. Department of Education (the Department) is conducting market research to determine if sufficient interest and capability exists in the marketplace for the New Evaluation of the Regional Educational Laboratories Program requirement. This notice is NOT a request for proposals but is an invitation for potential offerors to express interest and provide information regarding their relevant knowledge, skills and capabilities. Information submitted in response to this Request for Information (RFI) may be used to assist the Department in finalizing its acquisition strategy.

This notice in no way obligates the Government to award any contract to any interested party. Feedback will not be provided to any interested party who submits information to the Department in response to this notice.

2022 Capability Statement Instructions
In response to the attached draft Performance Work Statement (PWS), the Department hereby solicits capability statements from eligible, interested parties. Capability Statements shall be no longer than 3 pages (single-spaced, with a minimum of one-inch margins and 12-point font). Contractors should include up to 4 resumes in the appendix. Only resumes for potential key personnel that would work on the anticipated contract are to be included. Each resume must clearly document that individuals have the experience and expertise described below. Each resume must be no longer than 3 pages. (Resumes will not be counted as part of the 3-page limit for the capability statement.)
Vendors shall provide responses for the content areas noted below. This information does NOT count against the 3-page Capability Statement page limit.
BASIC INFORMATION
- Please state your business/company name and address. Include contact information such as a corporate email address and website URL.
- Please state your business size status (i.e. large or small) in the stated NAICS code of 541720. Also provide all socio-economic categories for your company and the corresponding NAICS code.
- State if the requirement should be set-aside for small business, and why (or why not)?
- State if the requirement provides opportunities for small business subcontracting. Why or why not?
CAPABILITY STATEMENT CONTENT AREAS
The capability statement must describe the collective expertise and experience of key personnel, in each of the following areas:
- Experience and skill in designing, managing, and carrying out evaluations of education programs, particularly those that deliver technical assistance on developing and using research evidence, in ways intended to answer policy questions and not solely describe program implementation. Interested parties shall provide a minimum of two examples of personnel’s successful past experience and skill in conducting all aspects of studies that are similar to what might be required under this procurement in content focus, methodology, scope and scale.
- Experience and skill in designing, managing, and carrying out random assignment evaluations of interventions designed to improve educational outcomes, as well as analyses that synthesize effects from multiple such evaluations. Interested parties shall provide a minimum of two examples of personnel’s successful past experience and skill in conducting all aspects of impact evaluations in educational settings, and synthesizing and reporting on the effects of random assignment evaluations that are similar to what might be required under this procurement in content focus, methodology, scope, and scale.
- Experience and skill in quickly preparing well-written, policy relevant publications that can meet IES standards for scientific rigor, objectivity, and clarity. Interested parties shall provide a minimum of two examples of personnel’s involvement with authoring publications that clearly summarize program implementation analysis combined with experimental research findings into a small set of take home messages, and present them and the research methods in a manner so they can be understood by a wide variety of audiences.
- Substantive content knowledge and experience relevant to the focus of the Performance Work Statement, including in: the work of the Department’s technical assistance programs and specifically the REL program; how state, district, and school officials build evidence and use it to improve education systems; and approaches for measuring capacity to build and use evidence. Interested parties shall provide at least two examples showing that personnel have relevant knowledge to effectively evaluate the REL program and its strategies.
In addition, the capability statement should address the following experience and capacity at the corporate level:
- Experience conducting projects similar in nature to that described in the Draft PWS. Interested parties must provide evidence of successful corporate experience with a minimum of two past projects that are similar to that described in the draft PWS in terms of the specific tasks, scale, and scope of the tasks required.
