Description of Work
Contractor shall provide all necessary labor and equipment to fulfill the role of the Commissioning Agent for the Upgrade Utility Plant project at the Salem VA Medical Center. The Commissioning Agent will oversee and direct the commissioning process to ensure that the building systems are complete, fully functional and perform in accordance with the contract documents and design intent per all applicable documents identified in this SOW.
Commissioning is defined by the U.S. Veterans Administration as follows:
Commissioning: Employ commissioning practices tailored to the size and complexity of the building and its system components in order to verify performance of building components and systems and help ensure that design requirements are met. This should include an experienced commissioning provider, inclusion of commissioning requirements in construction documents, a commissioning plan, verification of the installation and performance of systems to be commissioned, and a commissioning report.

In addition to fulfilling all applicable requirements in the U.S. Department of Veteran Affairs Whole Building Commissioning Process Manual date May 1, 2013 minor revisions 11/01/2013 and any other applicable document(s), the Commissioning Agent will visit the site weekly upon receiving the Notice to Proceed to evaluate work completion for commissioning readiness as well as to confirm, and modify accordingly, scheduled Commissioning start date. Commissioning Agent may also be required to attend weekly internal VA Pre-Commissioning Readiness Teams meeting each Friday at 1100.
Project Description
The intent of the project is to construct a new utility plant at the Salem VA Medical Center to replace the legacy facility. It includes the construction of a new facility that house a total of four (4) fire-tube boilers: one (1) 200 H.P./6,900 Lbs./hr. with normal operation at 125 psi; and three (3) 700 H.P./24,150 lbs./hr. with normal operation at 65 psi but capable of operating at 125 psi. The 200 H.P. boiler will be dedicated to support operations at the Laundry in Building 14. In addition to the boilers, the facility will house all ancillary equipment, control room, Supervisor Office, locker rooms, facility-wide Fire Alarm annunciator and control panel, Medical Gas annunciator panel, and IT room. The project added an emergency back-up generator and redirected fuel oil lines from four (4) existing underground fuel tanks. The project also added additional steam, condensate, and water lines to Building 14 and to existing lines in the underground tunnel. All systems are identified in the design drawings and/or CCDs.
