Description

This notice is for informational purposes only. This is not a request for proposal or quote. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are currently available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. 

The Federal Bureau of Investigation (FBI) Critical Incident Response Group (CIRG) Division requires non-personal services to receive Federal Aviation Regulation certified training relative to the operation of Gulfstream 550, Bombardier Q400, Cessna Citation Encore 560, Beechcraft King Air 90, Cessna Caravan 208B aircraft, Cessna 182/206, UH60M aircraft and Pilatus PC-12 NGX. 

The Statement of Objective (SOO) describes the work to be performed and the deliverables to be provided by the Contractor under the resultant aviation training basic agreement. The Contractor shall manage its workforce to ensure that quality products and safe services are provided to the CIRG for the life of this contract.  
 
The Government intends to establish pre-priced blanket purchase agreement(s) under a separate solicitation. The Government's intent is to obtain capabilities, delivery, or other market information for planning purposes. All capable and responsible offerors are encouraged to submit a response to this notice and check (x) on Attachment 1 – (Aviation Training Checklist) identifying which training the offeror can provide if not all. (See attached Draft Statement of Objectives (SOO) for further details).  
 
Not responding to the RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on sam.gov; it is the responsibility of potential offerors to monitor sam.gov for additional information pertaining to any such solicitation. 
 
Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, proprietary information should be segregated. Please be advised that all submissions become Government property and will not be returned.

This information collected is for the purpose of market research only. The capability package shall be sent via email to clinnen@fbi.gov and adailey@fbi.gov.
