This is NOT a solicitation for a proposal, proposal abstract or quote. The purpose of this notice is to acquire information regarding the potential to host and livestream official Congressional hearing videos, and to provide public access to archived hearing videos. The responses to the information requested will assist the Government in determining the appropriate acquisition strategy .
Currently, U.S. House of Representatives (House) Members, Committees, Leadership Offices and staff streams each committee hearing and markup to committee-controlled YouTube channels. For the public to view these hearings, they must locate and navigate to the respective YouTube channel, where they have access to both live and on-demand video. There are currently 19 standing committees, their are numerous subcommittees, and another five select committees. The average amount of committee coverage is approximately 3,000 hours each year.
The House seeks to have a fully implemented live video streaming and on-demand solution; therefore, we are looking for product information from any vendor/company that would be a viable service option and with the following minimum technical requirements:

Ability to embed videos on websites

Sharable links to individual videos

Centralized portal for all videos

Video streaming with minimum resolutions of 720P.

Low level latency

Able to live stream up to 32 concurrent hearings.

Ability to send to additional streaming platforms.

Streams and archived hearings accessible to the public

Closed captioning supported

Organization of past events by committee

Use of APIs to integrate with automatic scheduling of hearings.

Ability to add watermarks

Usage reporting/data analytics (views, users)
Questions may be submitted at any time. However, due to the nature of Sources Sought the Government will do its best to answer questions in a fair/efficient manner and may not be able to answer all questions.
If interested, please submit an electronic capability statement demonstrating your capacity to complete the requirement outlined above to Carolyn.Sims@mail.house.gov and Ryan.Moran@mail.house.gov no later than (NLT) August 1, 2024 2:00 PM EST.
The Capability Statement shall meet the following criteria:

On page one (1) of the Capability Statement, begin by providing your company information as follows: Company name, address, phone number, CAGE code, DUNS number, GSA Contract Number (if applicable) and point of contact (name, phone and e-mail).

Capability Statement must be in Microsoft Word, Microsoft Excel or Adobe PDF format, single spaced, 11-point font (excluding charts and graphics) and the entire document shall not to exceed 5 pages in length to include all attachments, charts, etc.

Capability Statement must include but is not limited to (a) companies core capabilities as it relates to the above requirements; (b) corporate experience and management capability; and examples of prior completed Government contracts (if any), references, and other related information; and (c) Rough Order of Magnitude in terms of pricing.
**Any Pricing that is provided is not legally binding, will be treated as procurement sensitive information and will be only used for budgeting and potential solicitation purposes.**
