Description

This is a synopsis of College Credit Recommendation Services to be provided to U.S. Citizenship and Immigration Services (USCIS), in support of the Human Capital and Training Division (HCT).

HCT is responsible to administer an integrated program of recruitment, training, professional development, and employee benefits that enable USCIS to successfully carry out agency responsibilities to the Nation. As the agency's training development, training evaluation section, HCT is to provide support, policy, and guidance through evaluation, preparation for continuing education/college credit review and standardization. College credit recommendations for courses developed by USCIS help the agency to align professional education and training to college credit earned by employees. By receiving college credits for training and work experience, USCIS may entice employees who do not have college credits or a degree to seek higher education by giving them an opportunity to accelerate degree completion and reduce cost of a college education. This in turn will expand USCIS employee’s professional education portfolio and help with recruitment and retention.

Under this contract, the vendor will evaluate USCIS training programs with the intention to recommend college credit for those courses. Required College Credit Recommendation Review Services may be for any combination of services to include preliminary and detailed review of curricula; conducting field/site visits or virtual course reviews; preparation of technical reports, studies, surveys; student transcript services; marketing support; student advising services; and college partner development. Due to the scope and mission of the agency and nationwide placement of employees, it is required that the vendor review and evaluate the content of USCIS courses and make recommendations on the acceptability of those courses for over a large array of educational institutions nationwide.

The Government intends to issue a sole source contract to the American Council on Education (ACE), located at 1 Dupont Circle NW, Finance Department, Washington DC 20036.
