Description
The Natural Resources Conservation Service (NRCS) in Colorado requires services for the development of Wetland Reserve Plan of Operations (WRPO) for land enrolled in the EWPP-FPR, WRP and ACEP programs. WRPOs are needed to identify how the wetland functions and values will be restored, enhanced and managed to accomplish the goals and objectives of the EWPP-FRE, WRP, and ACEP programs. The WRPO is designed to maximize wetland and wildlife habitat benefits (see attached RFQ package and attachments for further information). The performance period of this award is estimated to begin on June 30, 2022 and continue through August 31, 2023 and will result in a Firm Fixed Priced Commercial Award. Contract award will be granted to the firm that represents the best value to the Government.
Quotes that do not provide a price for ALL line items on the quote sheet (attached) as well as demonstrate the technical capability according to the evaluation criteria as set forth in the RFQ package will not be considered for award.
The Government intends to make an award based on the best value to the Government. In order to be considered, a contractor must submit the following in response to this RFQ (failure to provide this information will result in a non-responsive quote):
- Written Narrative:
Offerors should submit a written narrative that thoroughly addresses the requirements of the PWS and the evaluation criteria set forth herein. The offeror must provide a narrative that adequately describes the offerors experience and plans for executing the work, including resources and personnel available to meet the required services. The narrative should be supported by evidence that gives credibility to the statements made by the offeror and in turn gives the Government enough information to understand and gain confidence in what the offeror is stating.
- Completed Quote Sheet;
- Completed Section 1619 Acknowledgment;
- Active/complete registration in SAM.
