Description

Introduction & Background:
The Pantex plant is located just east of Amarillo, Texas. It is a Department of Energy (DOE) National Nuclear Security  Administration (NNSA) national security site, managed and operated by Consolidated Nuclear Security, LLC (CNS). Due to continued mission growth and the aging infrastructure at Pantex, there is a need to expand and replace a number of office/administration buildings, light labs, and warehouse over the next 5 to 10 years. The buildings will utilize repeatable designs to gain cost and schedule efficiencies. CNS is seeking interested parties with a minimum of ten (10) years of design build construction experience for a Multiple Award Task Order Contract (MATOC) for design and construction of standardized office, laboratory, and warehouse space here at the Pantex plant. The total not to exceed funding for the MATOC will be $300 million for the five-year base, and an additional $60 million per year for each of the remaining option years (5 one-year options) for a total of $600 million. In addition, the successful parties shall have experience working in a secured area such as Secured government facilities, or state and municipality areas that are secured as well. However, Security Clearances are not required. The MATOC tasks will be awarded a specific facility with firm-fixed price tasks for each facility as follows:

  • Task 1: Develop standard Pantex design (structural and shell) maximizing off-site fabrication, develop site adapt design packages for utility connections, provide 30% conceptual building design, provide 100% civil and structural design, and define long lead equipment and specifications.
  • Task 2: Procure long lead equipment and initiate shell construction (including civil work, slab, in-slab utilities, and walls).
  • Task 3: Complete finial design and issued for construction (IFC) drawings
  • Task 4: Complete full facility construction.

Please Note: Each building will be competitively sourced between the MATOC awardees based on task 1. Subsequent tasks 2 through 4 will be awarded to the successful offeror on task 1. Therefore, offerors must provide open book pricing on tasks 2 through 4 for evaluation.

General Scope Description:
The offeror will design and build a facility as per the scope of the issued task. These commercial / non-hazardous facilities will consist of office/administrative facilities, light laboratories, and warehouses. The anticipated square footage of the laboratories and office/administrative facilities will be between 12,000 sq foot and 15,000 sq foot. The warehouse size will depend on needs and available budget up to 30,000 sq foot. The intent is to design a standard for each type of facility (where applicable), and utilize that design throughout the life of the agreement. In addition, CNS anticipates building numerous buildings clustered in different areas of the plant. Therefore, periodic tasks for the utility corridors that will serve these clusters maybe issued.

Originally this was planned to be held at the Pantex plant but due to the number of requests we have moved the venue off site to prevent issues with badging and site access. Badging will no longer be required, when the actual solicitation is issued there will be a new site visit scheduled.

CNS will hold 20 minute long 1 on 1 sessions with any group that requests to visit on a first come, first serve basis. This will be planned form 8am to 12pm and there will be 12 available slots. Expressions of interest and capability statements will be due on September 19, 2023. A draft RFP and SOW for the MATOC will be available for review by 9/28/2023. The final RFP is planned to be issued by 10/23/2023. Forty-five calendar days will be given for review and proposal preparation making bids due around December 1, 2023. Finally, CNS plans on awarding MATOC agreements to the successful offerors February 1, 2024. CNS Pantex plans to issue the initial task within 30 days after award of the MATOC agreements.

The Gas Analysis Laboratory and the Environmental Sampling Facility scopes of work are currently in development. It is CNS’s plan to issue proposal requests for these two facilities early in calendar year 2024.
