Please confirm that the VA is seeking a bid inclusive of the expense of purchasing and installing 6,000, 4-inch potted plants over the course of each contract year?
Yes, that is correct in the Spring the contractor shall provide a list of 3000 recommended plants to be potted over the course of the contract years for the season and 3000 recommended plants for the Fall season with information including colors  / type of the plants. The size shall be at least 4 pot size. A total of 6000 potting plants to ensure that the bedding areas will present a full appearance without weeds or as directed by the COR or Engineer Representative.

PWS 2.a - The On-Site supervisor is required to be a degreed horticulturist or degreed and experienced landscape / environmental maintenance professional . What other degree is acceptable to fulfill this requirement?
Yes, we prefer to have the on-site supervisor be a horticulturist to have at least 2-year associate degree in one horticulture associate curriculum: Soil management, landscape design, plant identification, plant biotechnology, urban ecology or at least a horticulturist on their staff while during landscaping on the VA property that can be readily available if needed to help maintain the plants, trees, lawn, and shrub
PWS 2.a - Can experience replace the need for a degree?
Experience can replace the need for a degree if the vendor can show where the years of experience and knowledge was obtained when requested with a list of reference as proof.
PWS 2.a If we subcontract the turf application to a licensed and certified applicator is the requirement for the site manager to be certified still applicable?
If the Vendor subcontract the turf application, the on-site supervisor must ensure the subcontractor follow all Tennessee s law that governs the application of any pesticides or herbicides according to Tennessee application of Pesticides act (TAPA) and have access to any MSDS that descried the chemicals that are used for the Safety department if asked to provide that documentation.
PWS 2.5n The height requirement of hedges rows is 36 . Are the hedgerows going to be pruned to this height prior to the award of this contract?
Yes, that is correct we like the hedges rows to be 36 or less in height. And, yes, the hedgerow should be cut to that height prior to the award of the contract unless there is a reason that the contractor could not cut the hedgerow at that time, example could be that construction is going on at that time and no access was allowed.
PWS 2.5n and 2.5o What is the difference other than the size of the plants required in 2.5n and 2.5o?
The difference is the size of the planter that the potting plants are placed, we have some short planter and some a little bigger and that will depend on what plants are place in the container mostly on the patio areas
