Description

The Norfolk District, U.S. Army Corps of Engineers, would like to invite dredging industry contractors to an Industry Day for the upcoming Norfolk Harbor and Channels Deepening, Atlantic Ocean Channel, AOC, Phase 1 requirements, the third planned segment and second Federal contract in the overall Norfolk Harbor Navigations Improvements Project.

The event will be held via webinar on 22 AUGUST 2022 from 2:00 PM EDT to 3:30 PM EDT. The Norfolk District will provide a conference webinar link and conference call-in information to all interested participants who properly respond by the due date. Registration requests must include attendee name(s), company, daytime telephone number, e-mail address and your relation to the dredging industry. Registrants are encouraged to include suggested topics for discussion when registering. There is no fee to attend, and webinar information will be distributed to the registered e-mail addresses.

In accordance with DFARs 236, the estimated construction price range for this project is between $25,000,000.00 and $100,000,000.00. NAICS Code 237990 applies. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

CONSTRUCTION TIME:

Work will commence first with performance beginning within 21 calendar days of receipt of Notice-to-Proceed (NTP). The construction period of performance will be approximately 480 calendar days from issuance of the NTP.  Please note that hopper dredging will not be permitted between September 1st and November 14th. This seasonal restriction is included in the 480 day period.

The Norfolk District, U.S. Army Corps of Engineers, is seeking eligible firms capable of performing deepening (new work) dredging by hopper or mechanical dredge and potential clean-up operations with a mechanical dredge, in AOC.  For Phase 1, the channel is being deepened to a required depth of -59 feet MLLW from the current maintained depth of -52 feet MLLW, over the full width of 1,300 feet and a length of approximately 9,800 feet.  No widening or other channel framework modifications are proposed at this time.  One foot of overdepth dredging will be allowed as part of the contract dredging pay prism. A not to exceed depth of -64 feet MLLW will be observed for this project.

Dredged material generated by the project is to be placed at Craney Island Dredged Material Management Area (CIDMMA) and/or cells 3 and 4 of the Dam Neck Ocean Disposal Site, DNODS. Dredging of Phase 1 is estimated to generate approximately 2.4 MCY of pay volume.

The Contractor shall be responsible for the following: dredging within the designated areas to the proposed required and allowable pay depths, earthwork (spur and containment dike construction and management), discharging the material in the designated Government-furnished placement site, properly operating and maintaining the spillways within the CIDMMA, ensuring effluent water leaving the CIDMMA meets State water quality requirements, and communicating with the Port of Virginia maritime users to minimize impacts to vessel traffic, and dredging operations.

Draft Plans and Specifications will be provided during the Industry Day event.

The purpose of the event is to seek dredging industry input regarding best practices and examples of past success on similar projects for the technical execution of the Norfolk Harbor and Channels Deepening, AOC, Phase 1 contract. The event will begin with the District’s presentation of the Project’s environmental requirements, dredging areas, estimated quantities and dredged material placement considerations.  At the conclusion of the presentation, the District will facilitate a question-and-answer period. The District will document questions and answers and will consider them while preparing the final design and solicitation documentation.
