RFQ 36C25923Q0684 Amendment 1 Answers to questions for solicitation 36C25923Q0684 for Construction Management Services at Fort Harrison, MT VAMC Q. The reachback services required under item 1. c. of the pre-solicitation notice 'at no additional cost to the Government' are difficult to price as the individual specialists or expertise that may be required is not defined.  Will you allow us to propose rates for reachback support for subject matter experts in addition to lump sum price based on providing CMs that meet the minimum qualifications listed in the solicitation?  If not, how are costs for "individual specialists" supposed to be captured in an offeror's price? In the full scope of work, there is a statement that the total hours is based on three full time on-site employees and the remaining 0.5 FTE are to be utilized by home office staff or specialized reach back. Line 4.9 for specialized technical services is inherently reach back as everything within this line item would be done either by off-site personnel employed by the selected CMS firm or by sub-contract. Under each of the other line items where reach back is mentioned, the work performed as reach back would still be charged against the line item which fits the work performed. The Government s intention is you will be a professional firm capable of providing the support required within your existing staffing. The hiring of additional staff will be absorbed through administrative costs. Those costs will not be chargeable to this contract. Q. Is there an incumbent? If Yes, whom? Contract number? There are two staff on-site full-time and one full-time employee who primarily works remotely and does not have access to VA network. Q. Federal holidays are not mentioned in the RFQ. May we assume that contract personnel will not be expected to work on federal holidays? Can portions of this effort be performed off-site? Via home office? Yes, it is expected that portions of the effort will be performed off-site, including those efforts that are indicated as requiring home-office support. Most of the work will be required to be on-site as daily collaboration with VA engineering staff is required and availability for construction inspections, site investigation, etc. are integral to the successful execution of the contract. Q. Will office space be provided for contract personnel? Yes Q. Will VA provide any equipment for contract personnel? (i.e. laptop computers or safety equipment) The VA will provide computer workstations or laptops for contract personnel that are located on-site full-time and are favorably adjudicated through the background check process and have been issued a VA network ID. Employees working from the home-office or temporarily located on-site must have contractor provided equipment with access to the company managed file sharing site for transfer of business documents as described in paragraph h. Home Office Support of the scope of work. In addition, basic office supplies used at the VA office in the performance of the contract will be available. All other equipment, tools, PPE, etc. used by the contract personnel will need to be provided by the contractor. Q.
