The reachback services required under item 1. c. of the pre-solicitation notice 'at no additional cost to the Government' are difficult to price as the individual specialists or expertise that may be required is not defined.  Will you allow us to propose rates for reachback support for subject matter experts in addition to lump sum price based on providing CMs that meet the minimum qualifications listed in the solicitation?  If not, how are costs for "individual specialists" supposed to be captured in an offeror's price? In the full scope of work, there is a statement that the total hours is based on three full time on-site employees and the remaining 0.5 FTE are to be utilized by home office staff or specialized reach back. Line 4.9 for specialized technical services is inherently reach back as everything within this line item would be done either by off-site personnel employed by the selected CMS firm or by sub-contract. Under each of the other line items where reach back is mentioned, the work performed as reach back would still be charged against the line item which fits the work performed. The Government s intention is you will be a professional firm capable of providing the support required within your existing staffing.
