Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Requirement: This contract will include two parts:

  1. Multiple year service contract for HVAC maintenance and urgent repairs at 15 locations operated by the Black Hills National Forest and,
  2. Install Heat Pump & Furnace at Allen Gulch West Dwelling. 

Contracting Procedure: The Government intends to use Simplified Acquisition Procedures to solicit and award a multiple year contract. Selection factors for a vendor will be past performance, technical capability along with price and price related factors (see evaluation criteria in the solicitation).

Contract requirements include: 1) Active www.sam.gov registration, 2) Invoice Processing Platform (www.ipp.gov) electronic invoicing, 3) Service Contract Act wages for your employees (prevailing local wages), and 4) FAR Part 12 - Commercial and FAR Part 13 - Simplified Acquisition Procedures.

Set-Aside: This procurement is a total set-aside for small business. The NAICS code is 238220 with a size standard of $16.5 million.

1. SAM Registration- An offer can only be accepted from a vendor who is registered and active in the System for Award Management (www.sam.gov). You can contact your local Procurement Technical Assistance Center (PTAC) - www.aptac.org. They will be glad to assist you. SAM registration is free except for your time and effort. You are encouraged not to pay anyone for this service which you can do yourself or with the assistance described above or by watching the Help Videos on the Help Tab at the web site.

2. Download and Review all the solicitation attachments. The documents attached to this publication are part of this solicitation and contain the details for proper solicitation responses.

3. Prepare and submit your solicitation response: In addition to your signed proposal, you are required to submit the information requested in the Instructions to Offerors at the end of the solicitation.  Email your response to stephen.holly@usda.gov  Be sure to clearly mark the solicitation number in the subject line of the email.
