Description
Headquarteres Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) to conduct a study of use cases for future military applications within the areas of Alternative Battery Technology and Wearable Technology and identify associated risks and opportunities for warfare and warfare development.
Based on the identified advances of Novel Materials and Manufacturing (NMM) in graphene, lab-on-a-chip, sensors, wearable technology, nanotechnology, Internet of Things (IoT), and Internet of Bodies (IoB), new options are available to distribute data to the decisionmaking systems, save energy, reduce cost, and increase the digitalization of the multidomain operational environment. NATO must exploit the opportunities offered by NMM to their fullest, but also address interoperability and compatibility issues, resilience, and redundancy. This NMM Technologies study is part of an overall effort to improve NATO’s ability to shape the multi-domain operations environment to its advantage and to support the digital transformation process.
To be eligible to participate in the bidding process, U.S. bidders must 1) have professional operations in the United States, 2) work in the required field of study, 3) have performed contracts of the size, cost, and scope as described in the RFP, and 4) include only personnel on this requirement who are citizens of a NATO member nation.
Detailed instructions regarding the preparation, submission, and evaluation of proposals are provided in the RFP.
Do NOT submit your proposal to the Department of Commerce. Submit your proposal via email to the points of contact identified in the RFP. Responses are due no later than 17 April 2023, 0900 hours, EST. No bids shall be accepted after this time and date. No hard copy proposals will be accepted.
This is a Firm Fixed Price deliverables contract in accordance with the HQ SACT General Terms and Conditions. Contract Award is contingent upon funding availability. Partial bidding is not allowed.
The contract awarded shall be effective upon date of award.
Period of Performance: on or about 20 April 2023 – 23 November 2023
