Notice of Intent to Sole Source

The United States Agency for International Development in Jordan (USAID/JORDAN) is contemplating a sole source Architecture and Engineering contract with CDM International Inc. (CDM) for the continued provision of specialized advisory services for the Government of Jordan’s Aqaba Amman Water Desalination and Conveyance Project (AAWDCP).

USAID/JORDAN intends to engage with CDM pursuant to AIDAR 706.302-70(b)(5), which permits other than full and open competition "for the continued provision of highly specialized services when awarded to another resource would result in substantial additional costs to the government or would result in unacceptable delays."  This award is being contemplated given that CDM is currently executing the requirement and is in a unique position to continue implementing these activities without adverse effect, unacceptable delays or substantial additional costs to the government. 

This is not a request for proposals and no solicitation package will be issued.  However, if there is a contractor who reasonably believes that it possesses the requisite ability to execute this requirement, the responsible source(s) may submit a capability statement. The statement of capabilities must be submitted in writing, must not exceed 8 pages of standard size text, and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.  No partial solutions or subcontracting requests will be considered. 

The Government will consider information gathered through this notice, however the decision to not compete the proposed acquisition is solely within the discretion of the Government.   The Government will not be liable for any costs related to the responses, nor will it respond to any inquiries related to this notice.
