***Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)Office of Management & Budget, Field Delegates, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), for the Southeast Fisheries Science Center (SEFSC) for Archival satellite tags
***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA) NMFS requirement for multiple projects as described below:
The National Oceanic & Atmospheric Administration’s (NOAA) NMFS SEFSC has an ongoing research program using these specific tags. For the continuity of the study, Fisheries must have tags that collect the same data so it is consistent with previous work and is permitted under an existing research permit. Additionally, these tags are being purchased to replace tags given to another Office of Protected Resources due to their immediate need for tags on rehabilitated turtles.
Project 1 - Quantity of 5 (and shipping) Wildlife Computer SPLASH10-351C tags. The tags must have archive data for retrieval should the tag be found after deployment. The data collected from the tags must be achievable in the Wildlife Computers data portal and have complete compatibility with the data from the previously collected projects. Delivery is due by May 10, 2023.
Project 2 - Quantity of 2 (and shipping) Wildlife Computer SPLASH10-F-323A tags. The tags must have FASTLOC GPS, be towable, and archive data for retrieval should the tag be found after deployment. The tag must be buoyant and attached to the turtle via a tether. The data collected from the tags must be achievable in the Wildlife Computers data portal and have complete compatibility with the data from previously collected projects. These two tags are replacements for two tags returned to Wildlife Computers when they were found on nesting beaches after being deployed on turtles for one year. Delivery is due by May 5, 2023.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
