Description
The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE’s Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the “M&O Contractor.”
Over the past several years the research mission at the National Renewable Energy Laboratory’s (NREL) Flatirons Campus (FC) has expanded to include multiple renewable energy technologies and the integration of the technologies into the electrical grid. Recently, the mission has grown to include DOE’s Integrated Electrical Systems at Scale (IESS) initiative. With all of these new technologies being integrated with each other and with the site being connected to other NREL, DOE and academic campuses through IESS, the FC needs a new facility to support the management, data collection and coordination of these research assets.
NREL’s new FC Control Center Facility (CCF) will be focused on operational control and monitoring of IESS research projects utilizing research assets at the Flatirons Campus as well as at NREL’s Energy Systems Integration Facility (ESIF) (at the South Table Mountain Campus) and at other national labs, universities, and other research institutions around the world. The CCF will provide computing and data visualization capabilities to support research data acquisition, analysis, and visualization as integrated real-time experiments are conducted across multiple sites.
Description of Work:
The CCF will be an 8,000-sf two-story building with a control room, a data center, conference rooms, a 2-D visualization room, and support spaces. The building will be located north of the main road and east of the 5 MW Dyno building. The FC site and utilities will be expanded to support the new building. The project includes a parking lot, driveway, sidewalks, landscaping, a detention pond and an onsite wastewater treatment system (OWTS) along with other site improvements.
The objective of this Subcontract is to fully and safely construct the new building at the FC designed and described in the design specifications documents.
An EPA Construction General Permit and Stormwater Pollution Prevention Plan will be required to be obtained, maintained and closed by the Subcontractor as required by the construction documents.
Submittals shall be provided in electronic version for NREL's use and records. The Subcontractor will establish and maintain its own Document Control System (DCS) database for electronically storing Quality Assurance inspection and testing data and tracking submittals including substantiation submittals. Database will be structured so NREL's added information will not be overwritten or deleted by incorporation. Backup, security controls, and offsite location is required for the DCS.
A new Onsite Wastewater Treatment System is included in the scope of work to provide sanitary sewer service to the CCF. The design documents for the OWTS are provided in Exhibit H. The wastewater treatment system permit from Jefferson County will be obtained by the design team. Commissioning for the system is to be performed by the Subcontractor. Provide a separate cost proposal for this scope of work.
