Overview
Objectives
Part D (base): The purpose of this program is to provide family-centered care in the outpatient or ambulatory care setting (directly or through contracts or MOU) to low income, uninsured, and medically underserved women (25 years and older) with HIV, infants (up to two years of age) exposed to or with HIV, children (ages two to 12) with HIV, and youth (ages 13 to 24) with HIV and additional support services to affected family members. Part D (supplemental): The purpose of the Ryan White HIV/AIDS Program Part D -- Women, Infants, Children, and Youth (WICY) Grants Supplemental Funding is to strengthen organizational capacity to respond to the changing health care landscape and to increase capacity to develop, enhance, or expand access to high quality family-centered care services for low income, uninsured, and underserved WICY with HIV. Accomplishments
Fiscal Year 2024: In FY 2024, doula services, streamlining eligibility for Ryan White Program services, inclusive care for underrepresented communities with disproportionately high rates of HIV, implementing evidence-informed interventions and electronic health record and data coordination were new activities funded under the Part D WICY Supplemental program. The Enhancing HIV Care of Women, Infants, Children and Youth Building Capacity through Communities of Practice (CoP) contract with Bizzell US concluded year one of the contract with fifteen RWHAP Part D recipients completing a community of practice on preconception counseling, including sexual health. As a result, a toolkit was designed for healthcare programs that work with people with reproductive potential with HIV. Year two of the contract began in March 2024 with thirteen RWHAP Part D recipients engaging in a trauma-informed care and behavioral health communities of practice. Twelve of the thirteen continue to receive tailored technical assistance through monthly leadership calls, learning sessions and cross collaboration. In FY 2024, the Part D WICY Basic Training program implemented three sessions on the RWHAP Part D WICY CQM Program Requirements (two parts) and Engaging Persons with Lived Experience. An estimated total of 608 participants listened in on the sessions.

Length and Time Phasing of Assistance
Grants are typically awarded for up to a 3 year period of performance. Continued support, beyond the first year, is contingent upon satisfactory performance, the availability of Federal funds, and the continued best interest of the government. Supplemental grants may be funded for up to 1 year. Method of awarding/releasing assistance: Recipients draw down funds, as necessary, from the Payment Management System (PMS). Use of Assistance
Designations
Health/MedicalAll funds must be expended solely for carrying out the approved project in accordance with the NOFO, the terms and conditions of the award, and the applicable cost principles. No more than 10 percent of total grant funds may be used for administrative costs. All indirect costs count toward this 10% limit. Funds may not be used for purchase, construction, or major alterations or renovations on any building or other facility; purchase or improvement of land; payments for clinical research; payments for nursing home care; cash payments to intended recipients of RWHAP services; research; foreign travel; to directly provide housing or health care services (e.g., HIV care, counseling and testing) that duplicate existing services; or for any item or service to the extent that payment has been made, or reasonably can be expected to be made, with respect to that item or service under any State compensation program, insurance policy, Federal or State health benefits program or by an entity that provides health services on a prepaid basis (except for a program administered by or providing the services of the Indian Health Services). Funds may also not be used towards PrEP or nPEP medications or medical services. As outlined in the June 22, 2016 RWHAP and PrEP program letter, the RWHAP legislation provides grant funds to be used for the care and treatment of people with HIV, thus prohibiting the use of RWHAP funds for PrEP medications or related medical services, such as physician visits and laboratory costs. However, RWHAP Part D funds can be used toward Psychosocial Support Services, a component of family-centered care, which may include counseling and testing and information on PrEP to eligible clients’ partners and affected family members, within the context of a comprehensive PrEP program. Additionally, the purchase of sterile needles or syringes for the purposes of hypodermic injection of any illegal drug is not allowable. Some aspects of Syringe Services Programs are allowable with HRSA's prior approval and in compliance with HHS and HRSA policy (see: https://www.aids.gov/federal-resources/policies/syringe-services-programs/).

Award Procedure
Based on the recommendations of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions. Notification is made in writing by a Notice of Award (NOA).

Reports
Program Reports: Please refer to the NOFO and NOA for any applicable program, data, and fiscal reports. The recipient must submit the annual RWHAP Services Report due the last Monday in March each year, covering the just-ended Jan. 1 - Dec. 31 calendar year. Progress Reports: RWHAP Part D WICY recipients must submit a RWHAP Allocations Report 60 days after the start of the budget period and a RWHAP Expenditures Report is due 120 days after the end of the budget period (OMB 0915-0318). A Federal Financial Report must be submitted 120 days after the end of the budget period. Each recipient must submit a budget period renewal progress report each year prior to the end of the project period. Expenditure Reports: A RWHAP Expenditures Report is due 120 days after the end of the budget period (OMB 0915-0318). Recipients must submit a Federal Financial Report (FFR) or SF 425 within 90 days after the end of each budget period. Cash reports are not applicable. A final FFR must be submitted 120 days after the end of the period of performance. Performance Reports: Monitoring and reporting of HAB quality measures and work plan performance are incorporated into annual RWHAP Part D WICY non-competing continuation submissions and discussed during routine monitoring calls. A final performance report must be submitted 120 days after the end of the period of performance.

In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $1,000,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $1,000,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 In accordance with the provisions of 45 CFR 75--Uniform Administrative Requirements, Cost Principles, and Audit Requirements for HHS Awards, non-Federal entities that expend financial assistance of $1,000,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Records
Recipients are required to maintain financial records for 3 years after the date they submit the final FFR. If any litigation, claim, negotiation, audit, or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues, which arise from it, or until the end of the regular 3-year period, whichever is later.
