This program provided emergency assistance for eligible restaurants, bars, and other qualifying businesses impacted by COVID-19.

Assistance Listing Description

The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses navigate and recover from the COVID-19 pandemic. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023.

Credentials and Documentation

Applicants had to apply through SBA-recognized Point of Sale Restaurant Partners, or directly via SBA in an online application portal, or the call center support line: 844-279-8898. Registration with SAM.gov is not required. DUNS or CAGE identifiers are also not required. Additional documentation required: 1) Verification for Tax Information: IRS Form 4506-T, completed and signed by Applicant. Completion of this form digitally on the SBA platform will satisfy this requirement. 2) Gross Receipts Documentation: Any of the following documents demonstrating gross receipts and, if applicable, eligible expenses 3) Business tax returns (IRS Form 1120 or IRS 1120-S) 4) IRS Forms 1040 Schedule C; IRS Forms 1040 Schedule F 5) For a partnership: partnership’s IRS Form 1065 (including K-1s) 6) Bank statements 7) Externally or internally prepared financial statements such as Income Statements or Profit and Loss Statements This program is excluded from coverage under 2 CFR 200, Subpart E - Cost Principles.

1) Restaurants 2) Food stands, food trucks, food carts 3) Caterers 4) Bars, saloons, lounges, taverns 5) Snack and nonalcoholic beverage bars 6) Bakeries (onsite sales to the public comprise at least 33% of gross receipts) 7) Brewpubs, tasting rooms, taprooms (onsite sales to the public comprise at least 33% of gross receipts) 8) Breweries and/or microbreweries (onsite sales to the public comprise at least 33% of gross receipts) 9) Wineries and distilleries (onsite sales to the public comprise at least 33% of gross receipts) 10) Inns (onsite sales of food and beverage to the public comprise at least 33% of gross receipts) 11) Licensed facilities or premises of a beverage alcohol producer where the public may taste, sample, or purchase products

Restaurants had to apply through SBA-recognized Point of Sale Restaurant Partners, or directly via SBA in an online application portal @ Restaurants.SBA.Gov, or the call center support line: 844-279-8898. Their applications had to go through a review process and eligible entities were awarded based upon program criteria.

Reports

Expenditure Reports: All Applicants had until March 11, 2023 to use award funds. Not later than December 31, 2021 all Applicants were required to report through the application portal how much of their award has been used against each eligible use category. If the Applicant fully expends their funds prior to December 31, 2021, they were be asked to certify in the application portal that proceeds have been used on eligible expenses. All Applicants that did not fully expend award funds prior to December 31, 2021 were be required to complete annual reporting submissions until they fully expend the award funding or the period of performance expires. SBA reserved the right to request supplemental documentation needed to validate the certification.
