Overview
Objectives
The title IV-E Kinship Navigator program helps states, Indian tribes, tribal organizations and tribal consortia (tribes) that also operate the title IV-E foster care and adoption assistance programs to operate kinship navigator programs. Kinship navigator programs assist kinship caregivers in learning about, finding, and using programs and services to meet the needs of the children they are raising and their own needs. They also promote effective partnerships among public and private agencies to ensure kinship caregiver families are served. Title IV-E kinship navigator programs must meet requirements in section 427(a)(1) of the Social Security Act (the Act) and must also be operated in accordance with promising, supported, or well-supported practice standards specified in section 471(e)(4)(C) of the Act. Services are to be provided to children and families without regard to children’s eligibility for title IV-E foster care maintenance payments.
Examples of Funded Projects
Fiscal Year 2024: Ohio’s Kinship Supports Intervention/ProtectOHIO is designed to promote and support kinship placements. The goal of the intervention is to meet children’s physical, emotional, financial, and basic needs by connecting kinship caregivers with federal, state, and local resources. The Colorado Kinnected Kinship Navigator Program (Colorado Kinnected) is designed for children and families with open child welfare cases who are entering a new kinship placement. Colorado Kinnected’s Kinship Navigators use an approach that integrates multiple trauma-informed interventions and coordinates support for kinship caregivers and families. The Foster Kinship Navigator Program is designed to serve kinship caregivers, both relatives and non-relative kin who are raising children in nonparental care. Foster Kinship Navigator Program’s targeted support focuses on reducing uncertainty for new kinship caregivers and enabling them to understand and access available resources. The program focus on four service areas: legal capacity, financial sustainability, parenting and child community connection, and caregiver emotional support.

Income Security/Social Service/WelfareThese are formula grant funds and may be used by the state or local (under state supervision) child welfare agency or by the tribal child welfare agency for Federal Financial Participation (FFP) at a reimbursement rate of 50% in the costs of operating a Kinship Navigator program.Funds may be used only for Kinship Navigator programs that meet the requirements described in section 427(a)(1) of the Social Security Act and that the Secretary determines are operated in accordance with promising, supported, or well-supported practices that meet the applicable criteria specified for the practices in section 471(e)(4)(C).

Award Procedure
Funding is awarded in accordance with approved quarterly estimates and claims submitted on a federal financial report (Form CB-496) from each recipient agency.
Date Range for Approval/Disapproval
The Administration for Children and Families will approve or disapprove applications within 45 days of receipt.
Renewals
Once a title IV-E agency is approved to administer a Title IV-E Kinship Navigator program, no further renewals are required.
Appeals
For existing recipients, appeals may take place in accordance with 45 CFR Part 16, subject to the limitations of the Appendix A.

Additional Information: The Department of Health and Human Services (HHS) adopted the Office of Management and Budget (OMB) Guidance in 2 CFR part 200, and has codified the text, with HHS-specific amendments in 45 CFR Part 75. ACF recipients must follow the requirements in 45 CFR Part 75.

Tangible Personal Property Reports: If requesting funds to purchase equipment, the recipient must request prior approval. When the equipment is no longer needed, the SF-428 Tangible Personal Property—Cover Page with the SF-428 Attachment C must be submitted to the Office of Grants Management. Records
States and tribes must maintain all financial and programmatic records necessary for the proper and efficient operation of the program, including records of utilization of federal financial assistance awards and other funds for the provision of federal financial assistance and allocated indirect and direct administrative and training costs in accordance with requirements in Health and Human Services regulations at 45 CFR Part 75, and written guidance from the Administration for Children and Families. All records are to be maintained in accordance with 45 CFR 75.361-365.
