Following the implementation of revisions to the ISR eligibility logic within the Subcontracting Plan Reporting system on June 9, 2026, contractors might observe an increased volume of contracts and subcontracts in their Eligible Workspace. The inclusion of these records does not automatically necessitate an ISR submission. Contractors must evaluate the specific subcontracting plans associated with each contract and subcontract to determine their reporting obligations.

GSA deployed updates to SAM.gov to resolve known issues with the Subcontracting Plan Reporting system. Contractor users should review their Workspaces to ensure they can successfully create and submit their Individual Subcontracting Reports (ISR). Mid-year ISRs are due July 14, 2026. The Revolutionary FAR Overhaul (RFO) is streamlining the FAR to its statutory roots and to policies necessary to support sound procurement. As of March 8th 2025, FSRS.gov has retired, and users should complete all subaward reporting in SAM.gov now.
