ITEM DESCRIPTION – Naval Surface Warfare Center, Crane Division (NSWC-CR), in support of PMA-262, Persistent Maritime Unmanned Aircraft Systems (PMUAS) and MQ-4C Triton, Maritime Patrol and Reconnaissance Aircraft (MPRA) PMA-290, has a requirement for the Keyed Broad Area Maritime Surveillance (BAMS) Airborne Recorder (K-BAR). Efforts will include, but not limited to: Weapon Replaceable Assemblies production, which includes K-BAR NAS Recorder/Chassis (PN RHAS-8900-00353), K-BAR Docking Station (PN RHAS-8900-00357), K-BAR 32TB Removable Storage Module (RSM) (PN RHAS-8900-00354) K-BAR Lab Cable Set (PN RHAS-8900-00352), K-BAR Aircraft Mounting Tray (PH RHAS-8900-00355), Automated Test Computer (PH RHAS-8900-00351) and K-BAR Jumper (Bypass) Plates (PH RHAS-8900-00383), Shop Replaceable Assemblies, Spares, Test Teardown and Evaluation (TT&E), Repairs, Upgrades, Training, Engineering/Logistics Support Services and Travel as required.

The estimated maximum contract value is $31.6 M, and minimum contract value is $1,000. The anticipated timeframe for the release of the solicitation is estimated to be 07 July 2022 with award of the procurement in the first quarter of fiscal year 2023.

NSWC-CR located at Naval Support Activity, 300 Highway 361, Crane, IN 47522, intends to award a five year, Indefinite Delivery Indefinite Quantity, Firm Fixed Price, sole-source contract to Curtiss-Wright Controls Electronic Systems, Inc. 2600 Paramount Place Suite 200, Fairborn, OH 45323.  Delivery will be FOB Destination. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) [10 U.S.C. 3204(a)(1)] as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
