Description
The New York District of the U.S. Army Corps of Engineers (USACE) proposes:
- The sale of clean fill material
The dredge material for sale is located at the Government-owned Houghtaling Island Dredge Material Placement Site (DMPS), Town of New Baltimore, Columbia County, Hudson River, New York. The disposal area location for removal of the material is indicated on the enclosed map, identified as Exhibit “A” and entitled “Houghtaling Island DMPS, Columbia County, New York. There is an estimated 362,000 cubic yards of material consisting of mixture of sand, gravel and silt. This material is not known to contain any form of hazardous substances or pollutants, and all materials tested to date meet the requirements for New Jersey Department of Environmental Protection (NJDEP) non-residential cleanup standards. Materials may be excavated to elevation +35 feet NAVD 88 datum throughout the entire outlined area of Cell A.1. Limited land access is available along a 6 mile unpaved access trail from the northerly end of Upper Schodack Island. The access trail is designated as a multiuse recreation trail within the boundaries of the State Park. The Contractor will secure permission for Contractor use of the New York State owned segment of the access trail and will be subject to special conditions and only be used for limited transport of equipment (e.g. bulldozers, loaders, etc.). Material harvested from the Houghtaling Island DMPS will NOT be transported via the land access trail. All material harvested by the Contractor from cell A.1 must be transported off-shore via the Hudson River, using existing ingress and egress corridors. The transportation of material off-site via land access roads is strictly prohibited. All material must remain within the existing DMPS “footprint” prior to transport.
After removal of the material, the containment cell will need to be regraded and the dike walls repaired based on the plans and specifications prepared by USACE. Plans and specifications will be available at the time of bid.
It is the intention of the Government to have the work for the removal of the material to begin in quarter 3 of 2022. The contractor may need to obtain additional permits, approvals, licenses, or similar documentation as may be required and applicable for federal, state or local agencies as they pertain to excavation and transport of the fill.
