Description

The Office of Government Contracting Services (GCS) in the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (HHS), is issuing this pre-solicitation notice on behalf of the ACF Office of Refugee Resettlement (ORR), as a means of information to parties having an interest in providing analytical and professional services to establish increased capacity for legal representation for unaccompanied children post-release from ORR care and custody, who are not otherwise receiving immigration and related legal services.

This Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract shall also provide legal services for other populations eligible for legal services funded by the ORR, if requested by the government. Section 462(g)(2) of the Homeland Security Act, defines an unaccompanied child as a child who: (1) has no lawful immigration status in the United States; (2) has not attained 18 years of age; and (3) with respect to whom (i) there is no parent or legal guardian in the United States, or (ii) no parent or legal guardian in the United States is available to provide care and physical custody. Contractor support shall expand the number of unaccompanied children who have access to legal representation, as part of ORR’s goal of ensuring all unaccompanied children have access to immigration legal services. Approximately Six (6) IDIQ contracts are anticipated as a result of the Final RFP. The Government reserves the right to make more or less awards. The total maximum ceiling for contract awardees collectively shall not exceed $904,000,000.00 and the ordering period shall not exceed 66 months. Performance shall occur at the awardees facilities. 

The solicitation will be posted on or about September 15, 2023. A draft solicitation was posted on June 21, 2023. An updated draft solicitation will be posted on or about September 5, 2023. THERE IS NO FINAL SOLICITATION AT THIS TIME. 

This request does not constitute a request for quotations; submission of any information in response to this notice is purely voluntary; the government assumes no financial responsibility for any costs incurred.
