Lease of full-size, seven passenger, all-wheel drive SUV

The United States Secret Service (USSS) requires a specialized vehicle, to support the William Clinton Division (WCD). This is a non-personal, services contract, to provide a vehicle. The Government shall not exercise any supervision, or control, over the contract service providers performing the services described herein. Such contract service providers shall be accountable, solely, to the contractor who, in turn, is responsible to the Government. This vehicle will be used to, safely and securely, transport protectees, and protective shift agents. The lease shall be established for a period of one year, with two one-year renewal options, for a potential, total lease duration of up to 36 months. WCD provides permanent protection to Former President, William Jefferson Clinton (FPOTUS Clinton), and Former First Lady, Secretary Hillary Rodham Clinton (FFLOTUS Clinton). The current limousine for FPOTUS Clinton, is a commercially leased, black, 2018 Chevrolet Suburban. This lease is set to terminate on 23 February 2023, with no remaining option years. The WCD needs a new limousine for FPOTUS Clinton. The vehicle required shall be a 2023, black in color, full-size, seven passenger, all-wheel drive SUV, that meets, or exceeds, the specifications detailed in the attached.

Offeror Questions/Clarifications

All offeror questions and clarifications pursuant to this RFQ, must be requested to the Contracting Officer, Kate Dennis at katheryn.dennis@usss.dhs.gov and Contract Specialist, Cathryn Richburg at cathryn.richburg@usss.dhs.gov no later than 09 November 2022 at 10:00 am ET. No additional questions, and/or clarifications, will be accepted after that date and time. The Government reserves the right to not provide a response, for any Offeror question/clarification.  If the Contracting Officer determines that a request cites an issue of significant importance, the Government shall provide a written response to all offerors. 

The Government shall not provide information in response to telephone calls. Contacting other US Secret Service (USSS) personnel, regarding this solicitation, in an attempt to gain procurement-sensitive information, may result in disqualification from the evaluation process. Written responses to all Offerors questions/clarifications shall be published on SAM.GOV no later than 09 November 2022 at 3:00 pm ET.
