Description
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, California intends to issue a request for proposal (RFP) under solicitation number N3943022R2407 for an Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC). The work involved includes requirements support for the structural, mechnical, utility, and related requirements of building, repairing, and modifying Naval communications facilites for the Navy and Marine Corps.
Market research was conducted in January 2022 and it was determined that there were sufficient small businesses capable of performing the work to allow for a 100% small business set-aside with a reserve for one HUBZone small business concern. The North American industry Classification System (NAICS) code is 237130, and the annual size standard is $39,500,000.
NAVFAC EXWC anticipates the award of an IDIQ with base ordering period of sixty (60) months, and an extension of services period not to exceed six months. Individual task orders under this contract will be firm fixed price (FFP).The Government intends to issue a task order to obligate the contract minimum guarantee of $5,000 to each contractor or award of the seed task order. This task order to obligate the minimum guarantee will be issued concurrently with the award of the basic contracts. The estimated award date is 28 July 2023.
This contract will replace the current contract for similar services awarded on 23 October 2017. The maximum value of all task orders placed under this contract will not exceed $99,000,000.00. Information about the current contract and the incumbent contracts (e.g., value of contracts, firm names, addresses, etc.) will be included in the solicitation package.
When issued, the solicitation and attachments will be available via System for Award Management (SAM) at https://sam.gov under pre-solicitation notice N3943022R2407. There will be no paper copies of the solicitation issued. Amendments will be posted on the System for Award Management website.
This will be the only method of distribution; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov in order to receive an award under this procurement.
