Description
Charter Vessel Services for Capture and Tag Chinook Salmon
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M324Q0359.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 (May 2024).
(iv) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code 483114. The small business size standard is 550 Employees.
(v) This combined solicitation/synopsis is for purchase of the following commercial services:
CLIN 0001
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Charter Vessel Services for Capture and Tag Chinook Salmon at the National Marine Fisheries Service (NMFS) in Seattle, WA, in accordance with the Statement of Work. Period of Performance Date of Award through 12 Months, 10 vessel days.
Bids must contain an all-inclusive daily rate for up to 12 hours of vessel time. Include ‘normal cruising speed’ in the submitted cover sheet. Account for any moorage fees or fuel costs in your bid if operating outside the vessel’s “home” port.

Period of performance shall be:
Date of Award through 12 Months, 10 vessel days.
Place of Performance is Marine waters north of Grays Harbor to the southern extent of the Olympic Coast National Marine Sanctuary and the Columbia River.
