The Accountable Entity, Millennium Challenge Account-Lesotho II Authority (“MCA-Lesotho II”) has received financing from the Millennium Challenge Corporation toward the cost of the Market Driven Irrigated Horticulture Project and intends to apply part of the proceeds toward payments under the contract for the Design-Build Contractor.

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA-Lesotho II Authority now invites offers from eligible Offerors for the Design-Build Contractor. Offers are not required to be password-protected but may be protected at the Offeror's discretion.

Bidding will be conducted through the Quality and Price-Based Selection (QPBS) procedures as specified in the MCC Accountable Entity Procurement and Policy Guidelines (PPG) and is open to all eligible Offerors as defined in the AE-PPG.

Offerors interested in submitting an Offer must express their interest by completing the registration form available at: https://forms.office.com/e/cfHv1GXF9c.
This will ensure the Offeror receives the RFO, updates, clarifications and/or addendums regarding this RFO from the Procurement Agent.

Offers must be delivered electronically and, in the manner specified in the Data Sheet ITO 22.1 before 12:00 hours SAST (GMT+2), on October 18, 2024. Electronic bidding is required. Late offers will be rejected. Offers will be publicly opened in a completely online event as described in the Data Sheet at 13:00 hours SAST (GMT+2), on October 18, 2024.

All offers shall be accompanied by a Bid Security.
