PRESOLICITATION NOTICE

PROJECT TITLE:  Elevator Modernization, George P. Kazen Federal Courthouse, Laredo, Texas

DESCRIPTION OF PROPOSED WORK: The General Services Administration, Public Buildings Service is seeking to modernize two (2) each existing existing hydraulic passenger elevators (base) and two (2) each U.S Marshals Service hydraulic elevators (option 1) to replace all existing obsolete components at the George P. Kazen Federal Courthouse in Laredo, Texas. All work performed under this contract shall meet or exceed the latest ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards and conform to Specification Section 14210.

THIS PROCUREMENT IS FULL AND OPEN.  OFFERORS FROM ALL RESPONSIVE, RESPONSIBLE FIRMS WILL BE CONSIDERED. 

TENTATIVE DATES: The solicitation will be issued on or about May 1, 2023. Proposals will be due on or about June 2, 2023. Award is anticipated to be on or about June 30, 2023.

The period of performance is 365 calendar days after the notice to proceed. 

PROCEDURES FOR AWARD: This project will be solicited and awarded via the best value, trade off source selection process in accordance with FAR Part 15 -Negotiations. The goal of this method of evaluating technical factors and price is to select the proposal that offers the best balance between selecting the most experience/qualified/capable contractor for this specialized work while providing a fair and reasonable price to the government and minimizing performance risk. A solicitation will be issued requesting both written technical and price proposals.  The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government or considered the best value, non-cost (technical) factors and cost/price considered.  Award may be made without discussions; therefore, offerors will be requested to submit their best proposal terms (price and technical) to the government initially.

PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the System for Award Management (SAM) website at www.sam.gov.   

AMENDMENTS TO THE SOLICITATION: It is the offeror’s responsibility to monitor SAM.gov for the release of any amendments to the solicitation.

BONDING: Bid guarantee is required to be submitted with your offer, any contract awarded will require a performance bond and payment bond.

SECURITY: GSAR 552.204-9 Personal Identity Verification Requirements (JUL 2020)(a) The Contractor shall comply with GSA personal identity verification requirements, available at https://www.gsa.gov/hspd12, if Contractor employees require access to GSA controlled facilities or information systems to perform contract requirements.
