THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued.  If a solicitation is released, it will be synopsized on the Sam.gov website.  It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

2.  Introduction

The GSA IDIQ Labs group is conducting market research on a concept that could involve the establishment of a multiple award IDIQ contract program to support existing and future requirements using the Small Business Innovation Research (SBIR) Phase III authority.  The program is tentatively named RIO (Research, Innovation, & Outcomes). 

3.  RFI Submissions

This RFI is a request for copies of SBIR/STTR Award Documentation from SBIR/STTR awardees and/or successors in interest to further inform the Government about the variances and nuances of different awarding agencies and offices.    Specifically, the Government would like to receive copies of ALL applicable award documents (contract award, contract award standard forms, etc) for:

  • SBIR/STTR Phase I awards
  • SBIR/STTR Phase II awards
  • SBIR/STTR Phase II supplemental awards (Phase “2B” or other supplemental awards)
  • STRATFI/TACFI awards
  • SBIR/STTR Phase III awards
  • SBIR/STTR Phase III subcontract documents
  • Any Successor in Interest documentation
  • Note:  For all STTR award documentation, please include the agreement with the academic institution regarding intellectual property rights and licensing agreements

Interested parties are encouraged to submit documentation associated with this RFI by 12:00 PM ET Friday, March 10 to:

The Government will continuously post updates at Sam.gov and directly via email to the industrial base who have scheduled meetings with the RIO team as part of ongoing market research efforts.  While the Government would like to see submissions provided by midnight of March 10, 2023, submissions may be provided anytime until when/if a pre-solicitation notice is issued for RIO.
