Q--COVID-19 Testing Program - Self-Administered Test Kits

The U.S. Environmental Protection Agency (EPA) has a requirement to establish multiple Nationwide Coverage Blanket Purchase Agreements (BPAs) which any EPA Office / Laboratory / Regional Office located throughout the United States (50 States), Federal District (Washington DC), Territories, or Outlying Areas may utilize to issue call orders for COVID 19 Self-Administered Test Kits to meet their individual / local needs.

Award of multiple BPAs are anticipated with a three (3) year ordering period. A DRAFT Statement of Objectives (SOO) is included with this posting. Specific requirements will be identified in written call orders issued by a Contracting Officer. In addition to pricing offered, the Government’s evaluation of proposals will include an assessment of each offeror’s technical capability and past performance. All non-price evaluation factors, when combined, are significantly more important than price.

This acquisition is being conducted under Full and Open Competition under FAR Part 13.303. The North American Industry Classification System (NAICS) code is 621511, Medical and Diagnostic Laboratories, the size standard for which is $35M. All responsible offerors may submit a response, which will be considered by the Agency.

FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to “public,” otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
