Description
Award of multiple BPAs are anticipated with a three (3) year ordering period. A DRAFT Statement of Objectives (SOO) is included with this posting. Specific requirements will be identified in written call orders issued by a Contracting Officer. In addition to pricing offered, the Government’s evaluation of proposals will include an assessment of each offeror’s technical capability and past performance. All non-price evaluation factors, when combined, are significantly more important than price.
This acquisition is being conducted under Full and Open Competition under FAR Part 13.303. The North American Industry Classification System (NAICS) code is 621511, Medical and Diagnostic Laboratories, the size standard for which is $35M. All responsible offerors may submit a response, which will be considered by the Agency.
It is anticipated the solicitation will be posted on the SAM and www.FedConnect.net websites on or about March 10, 2022. No hard copies will be available. Point of contact for this requirement is Scott Tharp, Contracting Officer, email tharp.scott@epa.gov..

FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract post-award actions and documents such as correspondence, tasking instruments and BPA modifications. The use of FedConnect also furthers the EPA’s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect.

Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
