External Cavity Quantum Cascade Laser (EC-QCL) at 4530 nm

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, effective 5/22/2024.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees.

The Optical Measurements Group in the Chemical Sciences Division of the Material Measurement Laboratory (MML) has an ongoing project to perform high resolution laser spectroscopy of radiocarbon dioxide in the mid-infrared. In part, this work is funded by the NETSE Pilot Program. The group employs cavity ring-down spectroscopy in various forms to produce high quality spectral data products on biogenic and fossil-fuel samples of carbon dioxide. To advance the measurement goals of the group, a high resolution, continuously and widely tunable laser source in the 4500 nm wavelength region of the mid-infrared is required.
