NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

Under the authority of FAR 6.302-1, the Naval War College has a requirement to renew its subscription for cloud based VCMS with tools for lecture recording, screen casting, video streaming, and video content management software, which is used in E-learning environments. Two optional years will also be included in this award.  These specific clouds based VCMS tools are proprietary and can only be purchased from Panopto, Inc. The Naval War College intends to award a firm fixed price contract under the authority as prescribed in FAR 13.106-1(b) to Panopto, Inc., 600 River Ave. Ste 100, Pittsburgh, PA 15212-5994. A determination not to compete this proposed contract and the options is based on Pantopto, Inc. as the sole source provider for all cloud based VCMS lecture software required.  The U.S. Naval War College current lecture platform links users to access to these services. As evidenced in the sole source justification provided by the requiring activity there is only one vendor capable of providing this service.

BASE Year + Two Optional Years

The U.S. government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party. No phone calls please. If no responses are received by the above referenced date/time a sole source contract will be awarded no later than February 19, 2022.
