Description

UNITED STATES POSTAL SERVICE (USPS) SOLICITATION ANNOUNCEMENT TRANSPORTATION STRATEGY – SURFACE TRANSPORTATION SERVICES. On November 23, 2022 and subsequent dates,  the United States Postal Service iwill be issuing a  solicitation for Local Surface Transportation service to and from the following national USPS Processing and Distribution Centers/Facilities (P&DC/P&DF) areas:

Saginaw, Michigan ( 2 solicitations) Service starrts in March

Springfiled, Missouri   Service starrts in March

Colorado Springs,  Colorado  Service starts in March

Baltimore/Linthicum, Maryland (2 solicitations) Service starrts in April

Florence, South Carolina Service starrts in April

Manasota, Florida   Service starts in April

PeachTree City, Georgia   Service starrts in May

PLEASE NOTE - This announcement is the only source by which the official solicitation package can be obtained.
Questions MUST be submitted no later than one week prior to the solicitation closing date.

SCOPE OF SERVICE OVERVIEW

  • The initial period of performance for a potential contract would be 2 years, The start date is based on the solicitation period of performance - the expected start is no ealier than March 20, 2023. The contract will be a regular award with renewal options as outlined in the contract terms and conditions.
  • The supplier will plan its operations (vehicles and drivers) based on an annual manifest provided in support of the needs of the P&DC/P&DF, delivery units, and offices. The manifest operates on a day of week frequency (excluding federal holidays).
  • The supplier must not arrive later than or depart earlier than the agreed upon times as stated in the USPS provided manifest, unless specifically authorized by the Contracting Officer.
  • Suppliers will be required to provide a variety of vehicles to include vans, straight trucks, and tractor-trailers based on the USPS manifest.
  • Additionally, suppliers will be required to provide an on-site representative at the P&DC sites to manage fluctuating schedules each week for the first three months. Supplier representatives will work with the USPS’s Network Specialists and Transportation and Networks Systems (TANS) managers who will be overseeing the operations at the dock locations.

Additional requirements
• Global Positioning Systems are required on all trailers and vehicles larger than 600 cubes. The US Postal Service is transitioning to  FourKites (allowing the integration of various GPS /E:D servoces).
• A registered Standard Carrier Alpha Code (SCAC) is required uupon award of the contract.
• Transportation Management System – is encouraged but is not required for large routes
 

Several solicitations are being issued in response to this announcement. Interested suppliers MUST send a
notification email indicating the area of interest to DRO@usps.gov prior to registering in the
USPS eSourcing system to ensure that you receive an invitiation to the solicitaiton. 

These contracts will be competitively purchased using the USPS eSourcing System.
Interested suppliers capable of this service must register on the USPS eSourcing System no later than December 12, 2022,

The United States Postal Service intends to offer a pre-bidding seminar for interested suppliers – the invitation will only be sent to individuals that express interest in the solicitation. Please be sure to include your name on the
