  1. BACKGROUND

The Treasury Library provides convenient access to mission-critical information required by Departmental Offices, Treasury bureaus, and the public. Established in 1817, the Treasury Library is the second oldest federal library. The staff answer on-demand reference questions, assist with research projects, provide specialized training and orientations, maintain subscription access, curate alerts, and facilitate outreach programs, all while cataloging and caring for Treasury’s physical and electronic collections. Their work provides Treasury Departmental Offices and bureaus with pertinent information and sources to allow the Department to fulfill its mission to maintain a strong economy and create economic and job opportunities by promoting the conditions that enable economic growth and stability at home and abroad, strengthen national security by combating threats and protecting the integrity of the financial system, and manage the U.S. Government’s finances and resources effectively.

To achieve these deliverables, the Treasury Library and Treasury Departmental Offices require a Blanket Purchase Agreement (BPA) to allow for ordering of newspapers and periodicals.

SCOPE

The requirement is for a BPA for newspaper and periodical deliveries that is:

  • Open to all Treasury Departmental Offices, including any satellite office locations (to be specified on each task order);
  • Delivered on a daily basis by the vendor to the specified office locations

Specific titles that must be available, but not limited to, include”

  • The Financial Times
  • The New York Times
  • Wall Street Journal
  • The Washington Post
  • The Economist
  • USA Today
  • Time
  • The New Yorker
  • Bloomberg Business Week
  • New Republic
  • Washington Business Journal

SPECIFIC TASKS

The contractor shall provide delivery of print newspapers and/or magazines each weekday morning, excluding federal holidays.  Delivery of newspapers/magazines published on the weekend will occur on Monday, or the next business day if Monday is a federal holiday.  If the federal government is closed, delivery will occur on the next business day the federal government is open.  The contractor shall provide the specified number of print copies for each instance the periodical is published.  The newspapers/magazines will be delivered to the locations specified on the requisitions/purchase orders.  The newspapers will be delivered by 7:00am, and the person making the delivery will contact the Treasury Mail Room via cellphone, and then wait with the newspapers until that are inspected by the U.S. Secret Service and picked up by a representative from the U.S. Department of Treasury Mail Room.

PLACE OF PERFORMANCE

Services and supplies will be delivered to the Treasury Office Mailroom and/or other Treasury satellite offices, as specified above, and a vendor representative will be available for customer service during normal business hours (Monday through Friday, 7:00am through 5:00pm EST).

Base: 05/01/2025 – 04/30/2026

Option Period 1: 05/01/2026 – 04/30/2027

Option Period 2: 05/01/2027 – 04/30/2028

Option Period 3: 05/01/2028 – 04/30/2029

Option Period 4: 05/01/2029 – 04/30/2030
