Scope of Work (SOW)

GENERAL REQUIREMENTS
Description of Services:
The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide repair and maintenance to the exterior envelope of Forest Service owned administrative buildings in Craig and Thorne Bay. All work shall be performed in accordance with this statement of work, specifications, and all federal, state and local laws and regulations. Base bid work includes replacing deteriorated siding, to prepare and stain siding and trim, and paint heating oil tank on the Craig Ranger District Office and Warehouse. Work includes protections of adjacent improvements and vegetation.
Optional bid item work includes replacing deteriorated siding, preparing, staining siding, and painting heating oil tanks on the Thorne Bay Ranger District Main Office, Warehouse, Bunkhouse, Duplexes, and Quads in Thorne Bay, Alaska.
Project Location
The U.S. Forest Service Craig Ranger District buildings are located at 504 9th St in Craig, Alaska 99921. The Thorne Bay Ranger District is located at 1312 Federal Way in Thorne Bay, Alaska. Prince of Wales Island (Craig and Thorne Bay) are accessible by the inter-island ferry authority, floatplane, or island air out of Ketchikan.
Base Bid:
- Siding Replacement
- Craig Ranger District Main Office: Replace portions of deteriorated siding on the South side of building and as indicated by the CO. Paint one heating oil tank on the South side of the building. Work with an electrician as needed to repair siding.
- Craig Ranger District Warehouse: Replace deteriorated vertical board and batten siding on South side of building and as indicated by the CO.
- Building Improvements
- Siding: Replace deteriorated siding, as designated by the CO.
- Siding Preparation: Prepare siding and trim in strict conformance with stain manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be stained. Remove all signs, downspouts, gutters, etc. as needed. Work with an electrician as needed to paint around electrical equipment.
- Protections: Protect all windows, doors, wooden columns, decking, concrete surfaces, roofing, flashing, mechanical equipment, electrical equipment, existing vegetation and other appurtenances and improvements prior to staining.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Staining: Prep and stain all exterior siding, soffits, rafter tails, fascia board, underside of roof and overhangs, columns, and interior siding. Two coats of stain are required on all surfaces for the following buildings as described on Table 1:
- Craig Ranger District Main Office
- Craig Ranger District Warehouse
- Paint: Prep, prime and paint the heating oil tank on the South side of the building. Provide 2 coats of paint.
Option Items:
- Option Item 1001 & 1002: Thorne Bay RD Main Office
- Siding: Replace deteriorated siding, as designated by the CO.
- Facia Board Replacement: Replace 30’ long 2”x10” facia board, see photos.
- Siding Preparation: Prepare siding and trim in strict conformance with stain manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be stained. Remove all signs, downspouts, gutters, etc. as needed. Work with an electrician as needed to paint around electrical equipment or to repair siding.
- Protections: Protect all windows, doors, concrete surfaces, decking, metal poles, roofing, flashing, existing vegetation and other appurtenances and improvements prior to staining.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Staining: Office staining includes the soffits at all eaves, soffits above the main entrance, and all trim. Trim to be stained includes all window trim, glulam beams, corner trim, miscellaneous trim already painted.
- Paint: Prep, prime and paint the heating oil tank at the rear of the building. Provide 2 coats of paint.
- Option Item 1003 & 1004: Thorne Bay RD Warehouse
- Siding: Replace deteriorated siding, as designated by the CO.
- Siding Preparation: Prepare siding and trim in strict conformance with stain manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be stained. Remove all signs, downspouts, gutters, etc. as needed. Work with an electrician as needed to paint around electrical equipment or to repair siding.
- Protections: Protect all windows, doors, concrete surfaces, roofing, flashing, existing vegetation and other appurtenances and improvements prior to staining.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Wood Siding: Stain all exterior siding, soffits, rafter tails, fascia board, underside of roof and overhangs, and interior siding. This includes the masonry wall on the bottom of the building. Two coats of stain are required on all surfaces of all buildings.
- Paint: Prep according to 1), prime, and paint 2 coats on the masonry at the rear of the building.
- Option Item 1005 & 1006: Thorne Bay RD Bunkhouse
- Siding: Replace deteriorated siding, as designated by the CO.
- Siding Preparation: Prepare siding and trim in strict conformance with stain manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be stained. Remove all signs, downspouts, gutters, etc. as needed. Work with an electrician as needed to paint around electrical equipment or to repair siding.
- Protections: Protect all windows, doors, decking, concrete surfaces, roofing, flashing, existing vegetation and other appurtenances and improvements prior to staining.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Staining: Stain all exterior siding, soffits, rafter tails, fascia board, underside of roof and overhangs, and interior siding. This includes the plywood skirting on the bottom of the building. Two coats of stain are required on all surfaces of all buildings.
- Paint: Prep, prime and paint the heating oil tank on the side of the building. Provide 2 coats of paint.
- Option Item 1007-1016: Thorne Bay RD Duplex 1 – 5 (5 similar buildings total)
- Siding: Replace deteriorated siding, as designated by the CO.
- Siding Preparation: Prepare all siding in strict conformance with paint manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be painted. Work with an electrician as needed to paint around electrical equipment or to repair siding.
- Protections: Protect all doors, decking, vents, conduit, adjacent fencing and other appurtenances and improvements prior to painting.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Staining: Stain all exterior siding, soffits, rafter tails, fascia board, underside of roof and overhangs, and interior siding. This includes the plywood skirting on the bottom of the building. Two coats of stain are required on all surfaces of all buildings.
- Paint: Prep, prime and paint the heating oil tanks on the side of each building. Provide 2 coats of paint. There are 5 – 500 gallon tanks for this section, 1 for each building.
- Option Item 1017 & 1018: Thorne Bay RD Quads I – III (1 building with 3 similar sections)
- Siding: Replace deteriorated siding, as designated by the CO.
- Siding Preparation: Prepare all siding in strict conformance with paint manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be painted. Work with an electrician as needed to paint around electrical equipment or to repair siding.
- Protections: Protect all doors, decking, vents, conduit, adjacent fencing and other appurtenances and improvements prior to painting.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Staining: Stain all exterior siding, soffits, rafter tails, fascia board, underside of roof and overhangs, and interior siding. This includes the plywood skirting on the bottom of the building. Two coats of stain are required on all surfaces of all buildings.
- Paint: Prep, prime and paint the heating oil tank on the side of the building. Provide 2 coats of paint.
- Option Item 1019 & 1020: Thorne Bay RD Quad Garages (3 identical garage buildings total)
- Siding: Replace deteriorated siding, as designated by the CO.
- Siding Preparation: Prepare siding and trim in strict conformance with stain manufacturer’s recommendations. Prepare as needed to remove dirt, organic, and loose material from surfaces to be stained. Work with an electrician as needed to paint around electrical equipment or to repair siding.
- Protections: Protect all windows, doors, concrete surfaces, roofing, flashing, existing vegetation and other appurtenances and improvements prior to staining. Remove all signs, downspouts, gutters, etc. as needed.
- Clean Up: Clean any overspray from adjacent surfaces and landscape. Spills and drips shall be immediately cleaned up before it dries. Keep all debris from the work picked up on a daily basis.
- Staining: Stain all siding, facia board and door trim surfaces, which includes all exterior siding, fascia board, underside of roof and overhangs. Two coats of stain are required on all surfaces of all buildings.
TASKS

- Coordinate inspection with on-site personnel prior to siding replacement, after siding cleaning, and prior to staining.
- The nature of the work requires acceptable weather conditions.
- Contractor shall use barricades and signs for traffic control and reroute pedestrian walkways as necessary.
