This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a total Small Business Set-Aside.  The associated NAICS code is 333310.  The small business size standard is 1,000 employees. ALL QUOTES MUST BE SUBMITTED TO ERIN.MLAKER@NOAA.GOV BY 1/27/2023 AT 12PM MST. THIS IS A LOW PRICED, TECHNICALLY ACCEPTABLE RFQ.

BRAND NAME REQUIREMENT: Ximea is the only brand/ source capable of providing the necessary equipment outlined in the statement of need. The camera systems they offer are the only Global shutter, 4k resolution cameras available on the market that meet the size and power requirements for the mission. Additionally, all new equipment must match the existing equipment identically to ensure interchangeability between operating systems, as well as avoiding observational differences between systems due to mismatched hardware. There are no other options available that will meet the agency needs.

Date(s) and place(s) of delivery and acceptance: Deliver 2-3 weeks from date of award, preferred by Mar 6, 2023.

Delivery shall be FOB Origin to NOAA/OAR/National Severe Storms Lab, 120 David L Boren Blvd, Norman, OK 73072. Quotes must provide separate shipping costs if applicable.

FAR 52.212-2, EVALUATION- COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(NOV 2021), applies to this acquisition. Evaluation will be based on the following;

1. Price
2. Must be authorized reseller of Ximea, vendor’s must provide an Ximea reseller certification with quote

The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
