Description

The Vermont Army National Guard (VTARNG) has a requirement for a quantity of one (1) SCBA Breathing Air Compressor meeting the technical specifications set forth in the attached VTARNG USPFO Requirement Description.

Specifications include:

  • Maximum working pressure of 6000 PSI
  • Three stage air compressor
  • Minimum 10 HP motor
  • Able to fill 4500 PSI Dragger bottles
  • Minimum charging rate 13.0 SCFM
  • Able to fill at least 3 bottles at a time
  • Filter duration of at least 60,000 cu ft before requiring cartridge changeout
  • Must work with DHS 7000 Dragger SCBA bottles
  • Must be able to provide grade D breathing air per OSHA standard 29 CFR 1910.134

Vendors must identify at least one authorized repair/service provider for the provided equipment with Colchester, Vermont in their service area, as detailed in the Combined Synopsis and Solicitation.

The Combined Synopsis and Solicitation is attached. 

Award will be made to the responsible vendor that offers the best value to the government as determined by the Contracting Officer in terms of technical proposal, past performance, and price. For past performance, the government will review the Supplier Performanc Risk System (SPRS) Risk Analysis Reports Supplier Risk report and/or Performance Reports Summary Report in NAICS 333912 and/or PSC 4310.

The Government intends to evaluate offers and award a contract without discussion; therefore, vendor's initial offers should contain their best terms from a technical and price standpoint. If the vendor is aware of negative past performance reporting in government systems and wishes to offer mitigating/distinguishing information, that information should be included in the vendor's initial submission.

However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Offerors must be registered in SAM.gov. Offeror’s address, Unique Entity Identifier number, and active CAGE code should be included in the offer. The government cannot award to a vendor who has not provided an active CAGE code at the time of award. CAGE codes are obtained by registration at https://sam.gov.
