SOURCES SOUGHT SYNOPSIS
Predictive Analytics for Human Capital

PURPOSE
This Sources Sought Synopsis (SSS) is in support of market research being conducted by the Air 
Force Research Laboratory, Munitions Directorate. This market research is being conducted to 
increase competition for this requirement by identifying potential sources that may possess the 
expertise, capabilities, and experience in predictive data modeling for human capital management, 
workforce analytics, and workforce planning.
Disclaimer: Contractors/Institutions responding to this market research are placed on notice that 
participation in this survey will not ensure participation in future solicitations or contract 
awards. This survey is for planning and informational purposes ONLY and may or may not result in a 
contract. The Government will not reimburse participants for any expenses associated with their 
participation in this survey.
INSTRUCTIONS
1. This document contains a Contract Capability Survey, which allows you to provide your company’s 
capability.
2. If, after reviewing these documents, you desire to participate in the market research, you 
should provide documentation that supports your company’s capability in meeting these requirements. 
Failure to provide documentation may result in the government being unable to adequately assess 
your capabilities. If you lack sufficient experience in a particular area, please provide details 
explaining how you would overcome the lack of experience/capabilities to perform that portion of 
the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this Market Research.

4. Any responses involving teaming agreements should delineate between the work that will be 
accomplished by the prime and the work that will be accomplished by the teaming partners.
DESCRIPTION


NAISC Code: 541512 Computer Systems Design Services
The Air Force Research Laboratory, Munitions Directorate has a need to develop and maintain 
predictive workforce data models to provide confidence and clarity to the directorate’s strategic 
workforce planning efforts. This will enable the organization to optimize the effect of personnel 
initiatives and reduce the risk and negative effects of turnover, personnel attrition, and 
knowledge loss. Enhanced predictive workforce data modeling will enable leadership to quickly 
strategize and analyze alternative courses of action to address future resource requirements
ensuring mission readiness.


Potential areas of interest include, but are not limited to:
•  Predicting and anticipating turnover and attrition within the workforce to better plan for 
personnel replacements and talent loss.
•  Understanding where to focus workforce retention and other personnel initiatives.
•  Predicting future resource needs based on changes to organizational mission, priorities, 
operation, or other factors.
•  Predicting workflow and level of effort for tasks triggered by anticipated personnel actions or 
changes within the workforce.
•  Enabling the quick assessment of alternative course of action to address workforce gaps and 
resource planning scenarios.
•  Enabling quantitative justification for new manpower authorizations based on sound statistical 
analysis.
•  Understanding and predicting the return on investment for various workforce retention and 
training initiatives.
