Description
The U.S. Army Corps of Engineers - St. Paul District requires a contractor to fabricate and deliver replacement miter gates, ancillary equipment, and to dispose of existing miter gates for three locks & dams on the Upper Mississippi River. The work includes, but is not limited to, fabricating, testing, painting, prestressing, and delivering new lock chamber miter gate assemblies (each miter gate assembly consists of two miter gate leafs), and appurtenant parts to the Mississippi River Maintenance Facility (Pleasant Valley, Iowa) and retrieving and disposing of the old miter gates at Pleasant Valley, Iowa.
This solicitation is an Invitation for Bid (IFB) which will result in one firm-fixed price (FFP) contract for the fabrication, delivery, and barge demurrage of replacement miter gates for Lock & Dam 6, as well as disposal of the existing miter gates. The fabrication, delivery, barge demurrage, long term storage, and ancillary equipment for Lock & Dam 7, and Lock & Dam 9, as well as disposal of those gates will be Option items, exercisable by the Government within one year of contract award.
This solicitation is 100% set-aside for small businesses, under NAICS code 332312, Fabricated Structural Metal Manufacturing. The small business size standard for this NAICS is 500 employees.
OFFEROR SHALL BE REGISTERED IN SAM (System for Award Management) https://www.sam.gov to include the FAR and DFARS Reps and Certs sections with the NAICS code applicable to the solicitation.
A Bid Guarantee is required.
AMENDMENT 0001 HAS BEEN ADDED. This amendment makes minor changes to the specs and provides revised copies of plan sheets.
AMENDMENT 0002 HAS BEEN ADDED. This amendment adds clauses related to progress payments and modifies the clause regarding days for acceptance.
