Description

(U) THIS IS NOT A REQUEST FOR PROPOSAL

(U) Funds are not presently available for this effort. No award will be made under this DRAFT solicitation. The Government has no obligation to reimburse for any information provided. The Government intends to only solicit feedback/input on draft documents.

(U) The Government intends to release a Problem Statement for Phase 1 of the Air Route Surveillance Radar Version 4 – Hawaii (ARSR4R-HI) program. Prior to that release, the Government will be posting various draft documentation for the Problem Statement for Industry to provide comments. The ARSR4R-HI program contains classified information that is marked No Foreign Dissemination (NOFORN). Prior to receiving solicitation documentation marked NOFORN, offerors must submit a NOFORN safeguarding plan. The plan must ensure that only Governmental and contractor parties, including subcontractors that have an established need-to-know, have access in order to perform work under a contract, and then only under conditions which assure that the information is properly protected.

When NOFORN applies, appropriate safeguards must be proposed by the contractor, and approved by the Contracting Officer for Security for the safeguarding from actual, potential, or inadvertent release by the contractor, or any subcontractor, of any NOFORN in any form, classified or unclassified. Access by foreign nationals or immigrant aliens is not permitted. A foreign national or immigrant alien is defined as a person not a United States citizen or a United States national. United States citizens representing a foreign government, foreign private interests, or other foreign nationals, are considered to be foreign nationals for industrial security purposes and the purpose of this restriction.

(U) Once the preceding information has been verified, the Government will send a solicitation DD254 and a Non-Disclosure Agreement (NDA) for the Contractor to sign. The Contractor will also be responsible for submitting a safeguarding of information plan for information marked NOFORN. Once approved, the Government will send draft solicitation documents. 

(U) Please provide draft document responses with the Comment Resolution Matrix (CRM) as specified below. The Government does not intend to respond to the Industry provided CRMs.

(U) In order for comments to be reviewed for the Statement of Work and Model Agreement, the Government requests that the CRMs be submitted by 17 July 2024 at 1700 EST.
