Description
The Rock Creek Stewardship IRSC shall be awarded under the following authority. Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.
Location
The project area is located in the Rock, Bell, and Lily Creek Watersheds in the general area of between the Clavey River, Bourland Mountain and Looney Creek. The project area lies entirely on the National Forest System lands within the administrative boundaries of the Mi-Wok Ranger District, Stanislaus National Forest in California.
Legal land description is T.6N., R.19E., Sec. 22-25; and T.3N., R.18E., Sec. 2-3; 10-16, 21-24, & 26-29; MDBM; Tuolumne County, CA. See attached Vicinity Map.
The Stanislaus National Forest is currently preparing the Rock Creek Stewardship IRSC to increase forest health and vigor, diminish tree competition and mortality, and reduce hazardous fuels to reduce the threat of catastrophic wildfire by accomplishing the following:
- Thin mixed conifer forest stands and fuelbreaks.
- Remove included sawtimber and biomass/non-saw from the Contract Area.
- Abate and remove hazardous standing fuels along project roads.
- Reconstruct roads to chip van standards.
The resultant contract will include Forest product removal of 1,675 acres and hazardous standing fuels on 17.3 road miles with 88,272 tons of sawtimber; 41,910 tons of biomass; and 77,361 tons of biomass/non-saw cull wood.
The following work activities are anticipated as mandatory service items:
- Cut, Skid and Remove Included Timber
- Cut, Skid and Remove Biomass
- Cut, Skid and Remove Hazardous Roadside Fuels
- Road Reconstruction of Haul Routes
- Cut, Skid and Remove Roadside Fuels
- Road Reconstruction of 3N17
update 07/11/2022: The date for the site visit has been rescheduled for August 2, 2022. The solicitation will be posted on or about July 19, 2022 and should be downloaded from this website at that time. Proposals will be due on or around August 17, 2022.
Update 05/16/2022: The date for the site visit has been rescheduled for July 19, 2022. The solicitation will be posted on or about the weeks of June 27, 2022 and/or the July 4, 2022 and should be downloaded from this website at that time. Proposals will be due on or around August 10, 2022.
A site visit is scheduled for June 2, 2022 to view the project area and discuss the objectives of this contract. Meet at 9:00 a.m. at the Mi-Wok Ranger Station, 24695 Hwy 108, Mi-Wuk Village CA 95346.
The solicitation will be posted on or about May 2, 2022 and should be downloaded from this website at that time. Proposals will be due on or around June 16, 2022. The period of performance is estimated to be from date of award through October 31, 2026.
