Pre-solicitation Notice: Next Generation Fathometer
The Naval Sea Systems Command (NAVSEA), Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to procure a SONAR Sounding Set, which includes SONAR receiver- transmitter, receiver-transmitter mounting bracket, remote depth indicator(s), SONAR simulator (test set with cables that connect to the receiver-transmitter and transducer), Navy Tactical Data System A (NTDS-A) converter boxes, and associated technical documentation to be manufactured in accordance with NAVSEA drawing(s) 8291204_RevB, 8291205_RevA, and 8291355_RevA.
Under FAR Part 15, and utilizing Trade Off – Technical, Past Perf. & Price source selection approach, the Government anticipates awarding a contract with line items for:
- First Article
- Production Units
- Production Units-Control Station
- Production Units-Remote Control Communication Station
- Production Units-Simulator
- Production Units-Navy Technical Data System (NTDSA)
- CDRLs
The solicitation number for this requirement is N00253-23-R-0022. Offers shall be FOB Destination. The target contract award date is 15 May 2024. The proposed contract type is a Firm-Fixed-Priced Indefinite Delivery/Indefinite Quantity. This requirement will be solicited as a total small businesses set-aside in accordance with the authorities at FAR 6.203 and 19.5.

The NAICS code is 334511, Hardware Manufacturing, with a Small Business Size Standard of 1350 employees. The primary Product Service Code is 5845. This solicitation will be a total small business set-aside. It is anticipated that the solicitation will be issued on or about mid-May 2023, with a 30-day response time. No bidders list will be maintained by this office. No telephone or fax requests for the solicitation package will be accepted. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection of same.
Offerors intending to obtain a first article waiver will be required to submit an Offer A to include a priced complete first article test and acceptance and an Offer B without first article test and acceptance.
