Description

THIS IS NOT A REQUEST FOR PROPOSAL (NO INFORMATION IS REQUESTED BY THE GOVERNMENT) PRE-SOLICITATION NOTICE for DITCH 19 CHANNEL CLEANOUT GENERAL INFORMATION: The purpose of this project is to reduce flood risk to the surrounding agricultural land and homes result from flood events occurring along Ditch 19 in the St. Francis River Basin in Dunklin County, Missouri. Channel cleanout will be conducted on a total of 12.6 miles of the 35-mile section that was studied as part of this project. Clearing and snagging will be performed as needed in areas where debris is diverting channel flow. Shoaling will be removed in areas where entire channel cleanout may not be warranted. USACE MVM has perpetual easements, or the Drainage District No. 1 of Dunklin County owns the area within the project limits. Trees within the banks of the ditch can be removed without environmental issues. Bat surveys are required. The work consists of furnishing all plant, labor and materials for channel cleanout of Ditch 19 between baseline station 163+57 to baseline station 301+16, baseline station 415+56 to 510+16, baseline station 600+54 to baseline station 1088+79, and baseline station 1660+79 to baseline station 1818+58 in Dunklin County, Missouri and any incidental related work according to the specifications and plans. The channel cleanout consists of restoring the channel to the specified dimension and design grade as shown in the plans that will be included in the solicitation. Work consists also of clearing, snagging, seeding, mulching, erosion control, bedding material and riprap placement. Work incidental to the cleanout includes, but is not limited to, excavated material placement within the right-of-way limits, scraping of topsoil, and pipe trimming. The entire length of channel shall be cleared to the extent shown in the drawings that will be included in the solicitation. The Period of Performance for this contract is 560 calendar days for the Base Contract and 220 calendar days for the Option after the date of receipt of Notice to Proceed. Magnitude of Construction is between $5,000,000 and $10,000,000. This will be a construction contract awarded as Firm-Fixed Price (FFP). The Information for Bid is anticipated to be issued on or about 12 August 2024. A Firm-Fixed Price contract is anticipation to be awarded on or about 30 September 2024. Please NOTE this solicitation will require offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. After Solicitation issuance, contractors may view and/or download all Solicitation documents at the following internet address: https://www.sam.gov/.
