Description

The Naval Air Systems Command (NAVAIR) intends to issue a firm-fixed price sole source Delivery Order (DO) to Northrop Grumman Systems Corporation, Northridge, CA, to procure 24 Common Munitions BIT/Reprogramming Equipment (CMBRE) Cables for the Royal Australian Air Force (RAAF) under Advanced Anti-Radiation Guided Missile (AARGM) Basic Ordering Agreement (BOA) N00019-20-G-0005. This delivery order is being pursued on a sole source basis under the statutory authority of 10 U.S.C. § 3204(a)(1) (formerly 10 U.S.C. 2304 (c)(1)[1]) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. Northrop Grumman is the sole designer, developer, and manufacturer of AARGM, and as such, is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government’s requirement. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
