SAM.GOV ANNOUNCEMENT

SUBJECT: Intent to Sole Source for EndNote


The National Institute of Standards and Technology (NIST)/Research Library aims to make literature and published research information available to NIST scientists to assist in the research-discovery process.  NIST researchers need the ability to download references from multiple databases, PDFs from their desktop or the web, and format them into bibliographies or create databases for various projects from their desktops or anywhere in the NIST domain.  NIST Researchers use EndNote to organize their references and images, prepare manuscripts for publication, create bibliographies, and import and save search results from databases located on the NIST Virtual Library (NVL).   
The NIST intents to sole source for EndNote with Clarivate Analytics (US) LLC. Clarivate Analytics is the only provider of the site-wide license.  Endnote is the only product which can meet the Government needs/requirements because integrates seamlessly with other Clarivate products the NIST Library already subscribes--Web of Science (WOS), Conference Proceedings Citation Index (CPCI) and Incites.  

The period of performance shall be for Base plus four (4) Option Years, totaling five, as follows:

Base Year: 11/14/2022 – 11/13/2023
Opt Yr 1: 11/14/2023– 11/13/2024
Opt Yr 2: 11/14/2024 – 11/13/2025
Opt Yr 3: 11/14/2025 – 11/13/2026
Opt Yr 4: 11/14/2026 – 11/13/2027

NAICS Code is 511140 Directory and Mailing List Publishers with small business size standard of 1,250 employees.

This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit their alternate application suggestions. Responses must be received within 10 calendar days of publication of this notice.  All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
