Water Treatment and Testing

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Federal Bureau of Prisons, Federal Correctional Institution, Herlong, CA intends to issue a solicitation for the following:  Chemical water treatment and testing/analysis. The NAICS code for this requirement is 221310.  The contract type is a firm-fixed price. The Government contemplates awarding a contract consisting of a 12-month base period with four 12-month option periods for renewal.

 The Government will award based on price, technical capability, and past performance. Estimated Date of Award is 12/09/2022.

Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at https://www.sam.gov.  All responsible sources are encouraged to submit a written offer which will be considered for award. The due date is 12/05/2022, 2:00 p.m. Pacific Time.

The solicitation will be distributed solely through the beta SAM web site https://beta.sam.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.

Submission of Quotes

Quotes shall be submitted on or before the quote deadline specified in Block 8 of the Standard Form 1449, page 1 of this solicitation.  Quotes shall be submitted to the following address:

Mailed and hand-carried quotes must be delivered to the Contracting Officer at the address shown above no later than the time specified as the deadline for receipt of quotes.  The official point of receipt for hand-carried quotes will be at the front lobby area of the address listed above.  Emailed quotes will be accepted in .pdf format only and will be deemed received at the time received as indicated on the email notification.  Emails rejected by filters are not the responsibility of the government.  Quotes received after the quote deadline will be handled in accordance with FAR 52.212-1(f).  No faxed quotes will be accepted.

Each quoter shall complete and submit the following forms, clauses, and statements with his/her quote. Failure to do so may cause your quote to be considered unacceptable.

EVALUATION FACTORS: Award will be made based on price, technical capability, and past performance.  Past performance (i.e., the offeror’s performance record on previous contracts) will be considered.
