Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for Low Rate Initial Production (LRIP) Lot 7 in Fiscal Year (FY)23 and a fixed price type contract for LRIP Lot 7 in FY24 to Northrop Grumman Systems Corporation (NGC), San Diego, CA, on a sole-source basis to procure the MQ-4C Triton Unmanned Aircraft System (UAS) and related suppliers and services.
The LRIP Lot 7 AAC will procure long lead items (e.g. components, material, parts, and associated efforts) required to maintain the planned production schedules for the United States Navy (USN) and its International Cooperative Partner, the Royal Australian Air Force (RAAF). The LRIP Lot 7 contract is anticipated to include four (4) USN MQ-4C Triton Unmanned Aircraft (UA), three (3) RAAF UA, one (1) USN Main Operating Base (MOB), one (1) RAAF MOB, trade studies, mission control systems, non-recurring engineering costs (e.g. parts obsolescence engineering and productionization), engineering change orders, integrated logistics support (ILS), interim contractor support, trainers, and support equipment.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
