Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to and is not a request for competitive proposals.  The Department of Commerce/NOAA/National Marine Fisheries Service (NMFS) intends to negotiate with and issue a sole source, firm-fixed price award to Marel Inc.,

Bellevue, Washington 98004-8001, under Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1) only one responsible source, and as authorized by FAR 6.303 and will incorporates clauses that are in effect through Federal Acquisition Circular 2022-01, effective date 12-06-2021.  The associated North America Industry Classification System (NAICS) Code is 333997 and the Size Standard is 500 EMP.  The anticipated award date is December 28, 2021. 

NEFSC Woods Hole, Massachusetts has a requirement for motion-compensating marine platform scales and stainless steel calibration weights, in support of the Ecosystems Surveys Branch (ESB).  The ESB’s mission is to collect fishery independent data aboard chartered, commercial and NOAA research and commercial vessels to be used in supporting fisheries stock assessments and management decisions by the regional office and management councils. In order to meet the requirements set by the Northeast Region's fishery management plans (FMPs) and as mandated by the Magnuson Stevens Fishery Conservation and Management Act and the Sustainable Fisheries Act, ESB employs strict data collection requirements.  Marine digital motion-compensating scales achieve this objective d in a more efficient, safe and consistent manner.

This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than December 27, 2021 at 11:00AM(EST). The capability statement must provide clear, concise and unambiguous evidence substantiating capabilities that would be advantageous to the Government.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.   No solicitation package is available. Oral communications will not be accepted.
