THIS IS A SOURCES SOUGHT/NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR PROPOSALS.
The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing this Sources Sought notice to identify if there are any responsible providers of high-accuracy, low-Size, Weight, and Power (SWAP) radar for integration on the Army Multi-Purpose High Energy Laser (AMP-HEL). This notice is being published in accordance with Defense Federal Acquisition Regulations (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is a Sources Sought notice only in support of market research. All information received will be used for planning purposes only. This notice does not constitute Invitation for Bids, Request for Proposals, or Request for Quotes. The Government will not reimburse respondents for any cost associated with responses to this notice.
U.S Army RCCTO has a requirement for a high-accuracy, low-Size, Weight, and Power (SWAP) radar for integration on the Army Multi-Purpose High Energy Laser (AMP-HEL) platform. This effort is for the procurement of approximately four (4) radar systems to be integrated onto the AMP-HEL Joint Light Tactical Vehicle (JLTV) platform. The system is required to detect and track Group 1-3 Unmanned Aircraft System (UAS) targets, filtering targets of interest from biological or nuisance tracks, and transmit tracks to FAAD C2 for cuing of the High-Energy Laser (HEL) weapon system, supporting both static and On-the-Move (OTM) operation. The system should provide 360-degree azimuth coverage, with angle accuracy of <0.5 degrees Azimuth and <0.5 degrees Elevation and range accuracy <5 meters. The system should detect Group 1 targets at >5km and Group 3 targets at >10km with reporting of larger targets out to 20km. All components should be passively cooled and capable of integration onto the AMP-HEL platform with minimal to none impacts to the line of sight of the HEL weapon system, with a total system weight of <350lbs. The system should accept 24 VDC from the JLTV platform and consume <1kW maximum input power. The system must be capable of Classified operations and allow for easy sanitization to return to an Unclassified state. The first system must be delivered to the Government by October 31, 2024, for integration onto the AMP-HEL platform with the remaining units delivered no later than 2QFY25. The Army RCCTO believes the EchoDyne is the only responsible source capable of providing the EchoShield radar that can meet the above performance and SWAP requirements by the needed delivery date within the Government’s budget; however, all responsible sources may submit capability statements demonstrating the ability to provide the requested radars, which shall be considered by the agency before the intended award date, if received within 15 days of this posting.
Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No telephone responses or capability briefings will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information submitted by respondents to this technical description is strictly voluntary.
There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not pay for any information received.
